Research On The External Environment Of Small And Medium Enterprises Technological Innovation In Hebei Province

Recently, there are many active small and medium enterprises all over the world, which make great contributions to economic growth. Such enterprises in our country also become the main forces in the market step by step, which play a more and more important role in the economic development. As the continuing growing of global competition and development of knowledge economy, technological innovation ability becomes more and more important for an enterprise, especially for a small and medium one. We must continuously improve and increase our technological innovation ability, if our small and medium enterprises want to seize the opportunity, take challenges and achieve the fast-paced development. Technological innovation can inject new vitality to enterprises, and change it to the driving force and competitive forces finally, hence improve enterprises fastly. The technological innovation of the SMEs needs both the internal driving forces and nice external environment.There are many SMEs in Hebei province covering a large variety of industries, which are the main support of the economy of Hebei province. Our SMEs have the features of an innovative and flexible system, a fast innovation speed and an efficient innovation rate, but there are also many disadvantages for technological innovations in the external environment. For example, the legal protection system for small and medium enterprises is incomplete; the supporting policies of the government did not reach; hardness for financing; information deficiency for intermediaries and serves systems; deficiency of cooperation between enterprises, etc. So it has very important realistic significance to study the current situation and development trajectory of technology; get its origin and future development, and speed up optimizing the external environment for SMEs.Based on the study of theory of technological innovation for SMEs, we analyze the influence of external environment to SMEs technological innovation in Hebei province; summarize the problems existing there; and give several countermeasures to optimize the external environment in Hebei province. Five parts are contained in this paper: Part 1, fundamental theory for technological innovation of SMEs. We summarize the characterization of SMEs, and analyze the categories and process of technological innovation, laying down the foundations to study the influence of factors in external environment to technological innovation. Part 2, current situation of technological innovation of SMEs in Hebei province is analyzed. We elaborate the features of SMEs technological innovation in Hebei province, main successful experience and the problems which appear in it. Part 3, we analyze the external environment of SMEs technological innovation in Hebei province. By some case studies and PEST model, we analyze the influence of all possible factors in the external environment. Part 4, the reference of American and Japanese treatment to external support for SMEs technological innovation is cataloged. By comparison of American and Japanese treatment of the external support to SMEs, we get some hints for our province: to get a healthy legal support; to get strong finance support; and to complete corresponding services. Part 5, some countermeasures to optimize the external environment for SMEs in Hebei province from the following seven aspects: policy and legislation environment; market environment; finance environment; social environment; human resource environment; technology resource environment; and social service environment.
