Study On The Ability Of Independent Innovation Of The Small And Medium Technological Enterprises

Small and medium technological enterprises are the source of independent creativevitality and one of the important supports in knowledge—based economy．They have ahigh degree of intensive knowledge and capital,and a high intensity of R&D．However,small and medium technological enterprises′innovation capacity is relatively weak,because of the lack of theoretical guidance in carrying out innovation process．The correctunderstanding of science and technology content of the independent innovation capabilityof small and medium technological enterprises,through the scientific evaluation of smalland medium technological enterprises to grasp the effect of the work of independentinnovation and the state,leading small and medium technological enterprises continuouslyimprove their capability of independent innovation,it is urgent that we now one of themajor problems to solve．The article summarizes the studies of independent innovation, the evaluation onenterprises innovation both home and abroad. The article reviews the development stageand classical points of innovation theory. It analyzes the unresolved problems andshortcomings.First of all,this study defines small and medium technological enterprises definitionbased on research results. In the view of system, resources from investment inindependent innovation capacity, R&D management capabilities,manufacturing capacity,innovative capability and innovative production output capacity of five constructed smalland medium technological enterprises innovation ability evaluation index system,andanalyzes the various indicators and measurement．Then,by comparing and analysing theuniversal method of evaluation, this article selectsthe combination of the fuzzycomprehensive evaluation and analytic hierarchy process to evaluate the independentinnovation capability of small and medium technological enterprises．This article alsodeals with algorithms process and calculation model and analyzes the status ofindependent innovation for small and medium technological enterprises.Finally, thisarticle conducts an empirical study of small and medium technological enterprises in Hebei Province．According to the evaluation index system constructed before,this articlemakes a comprehensive evaluation of the enterprise from quantity and quality andpromoted improvements and recommendations to the weak of enterprises．...
