Cluster supply chain is a new type of enterprise network organization forms, in recent years, with the deepening of its research,the management theory has rapidly developed. Cluster supply chain management model has more advantages than the traditional single-chain supply chain management model, such as can efficiently carry out large-scale customized production, reduce the supply chain overall logistics costs, enhance innovation capability and structure of clusters competitiveness, improve customer satisfaction by time-based competitive advantage and so on. However, cluster supply chain also has weaknesses which are same with traditional supply chain. Because of cluster supply chain is built on the basic platform on cluster-based combination of multiple supply chain supply chain network, its cooperation level and cooperative enterprises are more complex, so asymmetric information, opportunistic behavior, moral factors and uncertainties of environment would cause cluster supply chain risks. These risks are objective, jointly and severally. If ignored or not handled properly, they may lead to the failure of cluster supply chain and bring enormous losses to supply chain enterprises, even as the whole cluster development. Therefore, systematic studying on methods and strategies of cluster supply chain risk management is very necessary to effectively deal with the risks from supply chain systems in cluster.This paper uses the theories and methods of risk management to make the research on cluster supply chain risk, and includes four parts: risk analysis, risk identification, risk control and risk response. On the stage of risk analysis, the research includes comprehensive analysis on cluster supply chain management theory and risk management theory. After the analysis of the connotation, characteristics, types and sources of cluster supply chain risk, the paper proposes the cluster supply chain risk management framework and definite the content, flow and master. Risk identification phase includes two parts: risk recognition and risk evaluation. Risk recognition is the process to use the methods of scene analysis and SWOT analysis to identify the risk factors during cluster supply chain operating; risk evaluation is to build the risk evaluation index system and use fuzzy comprehensive evaluation method and ABC classification method to evaluate risk factors which have impact on the stability of the entire cluster supply chain. Risk control phase includes two parts: risk early-warning and risk monitoring. Build the risk early-warning management system. Based on the analysis of its function and structure, the paper designs the risk early-warning methods, and finally proposes the work flow and the implementation measures of the risk early-warning system; risk monitoring is monitoring and controlling the operation of cluster supply chain. After analysis of the purpose, content and process of risk monitoring, the paper proposes the risk monitoring measures. On the stage of risk response, the research includes four risk treatment methods: risk elusion, risk mitigation, risk transfer and risk bearing, and finally propose the cluster supply chain risk prevention strategies. Proceeding from the particularity of cluster supply chain,the paper, against the existence of risk,builds a systematic method of SCRM. This method can provide an effective risk management way for the operating of cluster supply chain. It will also supply reference for establishing relative policies and improving its service functions for related management departments.
