With the continuous advance of information technology, more effective management of IT organizations, from cost centers to profit centers shift to more flexible information systems to adapt to the changing needs of business continuity has become a trend. At present, the construction of enterprise information management prevailing weak IT services, whether large enterprises or small and medium-sized enterprises are the lack of effective management, which makes the input of information is full of great uncertainty, but also information effect difficult to control. IT service management is to solve the above problem have been proposed and implemented.The current IT service management has gone beyond the IT infrastructure level, it emphasizes on the optimization of IT resources and IT service management processes. Since the 20th century to the present 80's originator, IT service management has become a mature system methodology. IT service management to process-oriented, customer-centric by improving the enterprise IT "service providers" and "service support" capable of becoming a contact "IT Services" and "business needs" of the link. The aim is to establish "to the enterprise IT user-centric" management mechanism and mode of operation to provide high-quality, low cost, measurable IT services.Since 1996, with China Telecom "97 System" as a starting point, the beginning of the domestic telecommunications operators try to cut from the IT systems to promote the management and business process changes. Jiangxi Telecom, Jiangxi Telecom in 2006 to set up IT support center, dedicated to implement IT projects and management, in an increasingly fierce competitive environment in the telecommunications market for business development in Jiangxi Telecom have made outstanding contributions.
