Technology innovation is a key factor to enhance international competitiveness and promote economic growth. R & D efficiency is the conversion efficiency of R & D input and output between the elements. And it is the main indicator to measure technological innovation ability. At the same time, innovation input is less and the efficiency of the R & D is lower, what is more, poor momentum in many regions. As a result, the paper believes that the study to the R & D efficiency has important theoretical and practical value.The paper reviews the basis of this research—research and development theory and efficiency theory, then expounds that the R & D input and output will play an important role in enhancing technological innovation, which does a useful groundwork for the efficiency of China's industrial enterprises in the regional differences and their impact factors. First, the paper, large and medium-sized enterprises in the region as a object, puts forward the different trend of R & D input and output in the region after researching the regional differences and its annual average of the R & D input and output. Second, the paper analyzes the difference of R & D efficiency between horizontal and dynamic trends respectively in the different regions on the basis of rebuilding the R & D efficiency evaluation system with the super-efficiency model and Malmquist index. Third, the paper redesigns the factors affecting the R & D efficiency based on reanalysis the R & D efficiency and tests empirically the factors With the Logistic model. Finally, the paper explores the path to promote the R & D efficiency based on empirical results and institutional mechanism. The path is conducive for the government to formulate relevant policies and provide a theoretical guidance and decision-making reference.
