Practice Research Of Participative Management Of Afforestation Quality In Gansu Province

The research based on the frame of Participative Management of Afforestation Quality by State Forestry Administration practicing in Gansu Province. The paper analyzed the necessity of afforestation under the current fragile ecological environment however in domestic and foreign. Analysis the reason of"planting trees does not see the forest"combined with the effect of afforestation.Thus it is especially urgent to find out a new method in management of afforestation. So propose the Participative Management of Afforestation Quality which was proved by practices complied with the science of development.This paper firstly introduced in details on the origin and present situation of Participation and Participation applied to forestation at home and abroad.Then the dissertation elaborated on the origin, concept, investigation method, studying tools and the specific content and .The research focused on the specific content of the six stages of forestation, planning and design stage, technical preparation stage, material preparation stage, land preparation and planting stage, check and acceptance stage, the later maintenance stage. The methods of the research are some of the participative methods, they are Transect Walk, the collected Secondary Data, Semi—structured Interview, Direct Matrix Ranking, Seasonal Calendar, Questionnaire Key Figures Interviews and Group Interview. The place of the study, the geographical position, the climate, the forestry survey, the social and economy condition were closed investigation. The method of AHP was used to evaluate the impact of participatory afforestation quality factors. It can be concluded as follows:(1) In phase of the forestry production, the public did not go far enough to participate in the planning and design stage, the technical preparation stage, the material preparation stage, planting site preparation stage, the check and acceptance stage. But almost all the people took part in the forestry production in the late stages of management. (2) In the study of key technologies about forestation, the trees planted in the project of planting practice area were Strong drought resistant tree species. Drought is the most important key factor that affects afforestation survival in the practice of areas. The quality of seedlings and technical preparations were the most critical factors t for the impact of the quality of forestation. The masses are most willing to accept the form of Conversion of cropland.It is conflict that busy farming season and planting season. That restrained the enthusiasm of farmers'planting. The reasons why the enthusiasm of farmers afforestation is low were that lack of economic benefit,the low afforestation survival and the idea of peasant economy.(3) The technical level and economic level accounted for more than half in the factors of impacting the quality of afforestation in the afforestation area. Institution level and management level also pose a considerable impact on the final quality of the afforestation. When the projects of affforestation were implemented there must be the premise supported by the policy. Technologies and financial support must be ensured before the project of afforestation carried out. Scientific management and protection should be put into effect after afforestation.
