With the deterioration of the external economic environment, migrant workers affected by the impact of Financial crisis,which becomes growing urgency. According to the Central Rural Work Leading Group Office Director whose name is Chen Xiwen introduced that there are 130 million migrant workers out of employment, 15.3% of who lost their jobs now. If this represents ratio continues, about 20 million migrant workers and the unemployed will return home. From the "workers" to "unemployment", China's migrant workers are facing unprecedented challenges.Sichuan is one of the most populated provinces in China with a number of migrant workers over 10 million each year. In 2006, according to statistics, the number of migrant workers of Sichuan is 16.373 million. It is 42.9% of the total number of the rural laborers in Sichuan and 10% of the total of the whole country. And it is nearly 20 times as many as the number in the beginning period of the reform and opening-up. In 2005, the income of Sichuan migrant workers came to¥72.2 billion, which was¥7.66 billion more than that in 2004 and increased by 16.8%. The migrant workers' income per capita was¥1,081, which was 38.6% of the peasants' real income per capita in Sichuan. In 2004, the number of the migrant workers was 2.3 million more than that in 2001. The number of the average increase was 575,000 per year while the increasing rate was 4.56%. Of the total number of the migrant workers in 2004, 7.4 million went out of Sichuan and it was 1.8 million more than the number of 2001 and 800,000 more than the number of 2003. The average was 450,000 per year. The development of the migrant workers in economy not only promoted the economic growth in the region, but also promoted the process of the local industrialization, urbanization and modernization. However, with the negative impact of the continued spread of the current international financial crisis on China's economy, a large number of migrant workers of Sichuan have to come home ahead of schedule and this made a serious impact on the migrant-worker economy of Sichuan. Sichuan Province is facing agricultural and rural development major earthquake disaster and the international financial crisis and the impact of the enormous difficulties, facing the post-disaster restoration and reconstruction of a unique opportunity, the reality of the country the opportunity of expanding domestic demand and in-depth development of the western region of strategic opportunities in 2009.In order to help our government to make a better policy to lead the flow of rural labor force in a good way , this is why we take into full account the factors which cause the migrant workers' to return home ahead of schedule.My thesis is based on the "push-and-draw" theory, some successful study and questionnaires of 223 migrant workers in Deyang, Mianyang, Ya'an, Guangyuan, Guangan, Panzhihua, Xichang, Dazhou, Zigong and Leshan of Sichuan province. Firstly, author describes the overall statistical about the questionnaire, The return of migrant workers have the following characteristics: The majority of migrant workers affected by the low level of education, whose rights awareness is weak. The age structure of migrant workers is youthful. There are 65% under 40 years of age, Which accounted for 55.4 percent of married.The income of migrant workers is low.There are 72.05% under 1,500 yuan per month,which only maintenance themselves.The 95.4% of migrant workers have a strong desire to re-employment,hope that the government give their a hand at skills training,bank loans and employment opportunities and so on.Secondly,adopting a logistic model, both from internal and external point of view, I analyzed the factors that affect migrant workers to return home. In conclusion, Internal contain working skills, level of education, children's schooling,Maintenance burden on the elderly and marriage. External contain the macroeconomic environment, business opportunities and positive policies at home. Through the conclusions of the study Above, reference to the opportunity from the rural development in Sichuan province,we should make good decisions in such four aspects as to improve the environment for the returned migrant workers to start business, to provide training opportunities, to provide employment information and to strengthen and support local small medium-sized enterprises. Thus we could provide basis for government departments to work out decisions to guide the rational flow of rural labor force.
