Study Of Migrant Worker’s Participation Desire In Endowment Insurance

As a core element of the social security system, endowment insurance is indispensable. Migrant worker is a special group discovered in the economic development process of the country. This group has been out of the social endowment insurance system for a long time, and its need of endowment insurance has not been met. Recently, more and more scholars and government departments pay attention to the right of endowment insurance of the migrant workers, and a series of studies and practices have been taken, resulting in some good outcomes. However, the effect of system should not account on the "wishful thinking" of the providers only, but rely on the interaction between system providers and the objects designated.The essay has taken Nanjing city as the sample, and has made analysis on the will and need of being insured by the endowment insurance of the migrant worker group through ways of questionnaire, in-depth interview and material study. Based on the above points, the essay has made some suggestions on the ways of making the endowment system of the migrant workers better from the aspect of the need of being insured by endowment insurance of the migrant workers.Migrant workers are not so willing to take various insurances, but have obvious and strong need in endowment insurance. Migrant workers who are male and whose birth place is Nanjing, and those young in age, steady in marriage condition, stable in work and its place, as well as those with high family income, show their strong will to be insured by endowment insurance. The need of endowment insurance of the migrant worker group is obvious, but their will and amount of payment are relatively low. Furthermore, those who are enjoying endowment insurance show their strong will of the connective shift of their endowment insurance relationship. To sum it up, what migrant workers need is an endowment insurance system with low payment and easy shift services.The low willingness of being insured of the migrant workers is mainly rooted in the following three aspects:Firstly, affected by the characters of low income and high fluidity; Secondly, there are many flaws not adapted to the features and need of the migrant workers in the current endowment insurance system; Thirdly, the behavior logic of "risk avoidance" and "apriority decision".In accordance with the features and need of migrant workers, the author suggested a categorized endowment insurance system for migrant workers. The key design is the social endowment insurance system for the third category migrant workers. In terms of the insurance fee payment, the system has raised the "low threshold" payment mode which have lower payment rate and cardinal number in contrast with the "urban insurance", so that it can well adapted to the feature of low income of migrant workers. Furthermore, it eliminates the barrier of connective shift of endowment insurance relationship through the endowment insurance card system for migrant workers and the central adjustment fund system. At last but not in the least, the author talked about the connection of endowment systems for migrant workers and that for urban staff, and the protection of the endowment insurance right of the migrant workers who have returned to their hometowns.
