China Oil Security Tactic Issue Research In New Phase

Petroleum is the blood of industry, which is a dispensable mineral resource to support economy and society development. As the largest developing country and one of the fastest increasing economy countries in the world, China has massive consumption and huge demand on petroleum resources. Because China's oil production can't meet social demand, China has to import vast oil. China oil import reached 50% of total oil consumption in 2008, it is predicted that China oil import might reach 70% by 2020. therefore, China oil security will face new challenge in the future, which will probably bring serious threats to China's sustainable development economy.Owing to a serious short and irreproducible natural resource, petroleum has huge economic and social value, which will not only affect economy development, but also influence state security and social stability. China has engaged in oil security research later than developed countries, so far, we have imperfect theory and practice on oil security, such as incomplete oil strategic reserve system, some unsafe factors about oil importation in sea and not enough powerful ocean navy to protect it, the imperfect law system about energy, compare to developed countries, we have huge gap in saving energy and new energy exploitation and so on.Oil security is an important part of state security. In allusion to the main problems in China's oil resource strategy, summarizing the successful experiences of oil security strategy in developed countries, this article, thinking China could construct future oil security safeguard system from the following aspects such as economizing resource, boosting oil's service efficiency , enhancing oil exploration and exploitation, strengthening internal mechanism's construction of oil security safeguard system, participating in international oil market competition and cooperation actively, developing new and clean energy to reduce use oil gradually.
