Urban basic old-age insurance is an important component of the social security system, so its comprehensive level evaluation is not only a key indicator to evaluate the operational status of urban basic old-age Insurance System, but also an important indicator to evaluate social security system which whether is sound or not. China urban basic old-age insurance has been basically constructing a complete set of institutional framework after 20 years' continuous reform and development, and has been carrying out uniform policy throughout the country. But because China is vast in territory, and the differences of political, economic, social and cultural role etc, making the development process and level degree severe mixed throughout country. At present, the quantitative research on the level of urban basic old-age insurance is rare, yet has not create a sound and scientific set of evaluation index system, particularly the quantitative research on regional differences of China is much less.This paper argues that it is incomplete only to consider the level of spending when we are to evaluate the urban basic old-age insurance status in a country or in a region, so it is necessary to evaluate its comprehensive level. First of all, this paper tentatively build up a set of evaluation index system of the comprehensive level of urban basic old-age from the economic supporting factors, demographic factors, system policy factors, dynamic development factors to extract the key indicators. Secondly, on this basis, using principal component analysis of SPSS13.0 carried out the actual calculation of the comprehensive level of China 31 provinces' urban basic old-age insurance, according to the relevant data in "China Statistical Yearbook", the results are: the overall level of urban basic old-age insurance of China various regions is relatively low, at the same time there are significant regional differences; and there is an extremely close relationship between the comprehensive level and the level of economic development, although they are not entirely consistent. Therefore, most of the top places is the in eastern region, while at the back is mostly in central and western regions. Thirdly, to explore the main reason for regional differences from economic supporting, population structure and system construction aspects. Finally, to put forward correspondingly the suggestions which can promote coordinated development of China urban basic old-age insurance.
