China National Hi-tech zone is an important product of China's reform and opening up policy, after nearly 20 years of construction and development, China has established 54 state-level high-tech zones and more than 60 provincial-level high-tech zones, which has been a significant driving force to promote national economic development with an important role to facilitate a progress in industrial structure, regional economic. In the worldwide, the United States, the great success obtained by the "Silicon Valley" as the representative of the high-tech industrial clusters proved that industrial clusters has become a classic paradigm of the development of high-tech zones.In this paper, based on the related theory of the competitiveness of high-tech zones, from the definition of the competitiveness of high-tech zones of industrial cluster, guided under the government policy of "second pioneering" of hi-tech zone, an assessment system has been established through the election of index, screening and rational analysis, which the new-found five functions of hi-tech zone has been also brought in. With the subjective weight of the AHP method and objective weight of entropy to determine the index weight, and the use of fuzzy membership degree method to rate the indicators established based on the AHP portfolio of high-tech zones empowerment of competitiveness evaluation model, as well as an analysis of cross-section data of 40 state-level high-tech zones in China , ultimately, an policy recommendation is put forward to enhance the competitiveness of high-tech zone as an example of Dalian hi-tech zone. The contribution characteristics lie on three aspects: Firstly, reflect the claim of Scientific Outlook on Development and the new develop mode of improving the hi-tech zone competitiveness through bringing the competitiveness of industrial cluster into the hi-tech zone competitiveness evaluation index system. Secondly, determine the weight modulusαandβthrough the principle of sum of deviation square in largest between one indicator and other indicators which reflects the influence of practical data on the score results and the dynamic changing of future index. Thirdly, the research result indicates that the hi-tech zone as Cheng Du, Hang Zhou, Xia Men, Xi An have a momentum of better development, they are narrowing the gap with ones of Beijing, Shanghai, Shenzhen, however, hi-tech zone as Lanzhou, Yangling, Kunming has relatively poor development.
