| Domestic garbage disposal is one of the indispensable infrastructure industries in the national economy and an important part of the plan to speed up the market-oriented reform of public utilities.With the gradual maturity of the technology of waste incineration and its obvious reduction effect,the harmless treatment of waste incineration has become the mainstream treatment of domestic waste.Since China established the franchise system as an important system for the market-oriented reform of urban waste disposal in 2002,garbage disposal,especially waste incineration,has seen rapid development.However,some issues have also been highlighted in the implementation of the franchise program of waste incineration power generation projects,such as high project financing costs,lack of commitment,low service charge for waste incineration and collusion between government and enterprises or enterprises.In the final analysis,the above problems mainly come from the imperfect auction mechanism of the franchise rights for domestic waste incineration power generation projects,the inadequate government regulation and the weak binding laws and regulations.Therefore,how to combine the characteristics of municipal solid waste incineration power generation project with the goal of market-oriented reform and design the auction mechanism of franchise of domestic waste incineration power generation project so as to improve the operational management efficiency and service quality of domestic waste incineration power generation project and standardize the waste incineration industry Of the franchise is the government departments need to solve the practical problems,but also to promote the rapid development of the garbage disposal industry and meet the objective needs of the market-oriented reform of public utilities.This paper reviews and summarizes the research results of foreign and domestic scholars,and finds that few scholars at home and abroad have studied the auction mechanism of franchise rights for domestic waste incineration power generation projects.Therefore,the status quo of the franchise project investment in construction,accounting for the proportion of the amount of handling capacity,franchising enterprises,franchising models and waste incineration treatment service fee analysis of the status quo of domestic waste incineration power generation project franchising,and the incineration of household waste incineration power generation Project franchise problems are summarized.Secondly,based on the technical and economic characteristics of domestic waste incineration power generation project,based on the goal of social welfare maximization and incentive compatibility constraint,the auction mechanism of the franchise rights of domestic waste incineration power generation BOT project was designed to induce the bidding enterprises to show the real The type of cost,and test the effectiveness of the auction mechanism based on the relevant data of research hypotheses and examples.Thirdly,taking the recycling eco-industrial park of Shaoxing City,Zhejiang Province(Phase I)as an example,the paper analyzes the problems in the auction and summarizes the experiences that other projects can learn from.Finally,in view of the basic status quo and existing problems of the franchising of the MSW incineration power generation project,it is proposed to set up special laws and regulations system,supplement relevant supporting regulations,clarify the preconditions of the franchise auction and strengthen the supervision over the bidding and bid evaluation policy suggestions.This article is based on the research results of many scholars to carry out research.The innovation point is that the article takes the domestic waste incineration power generation project under the BOT mode as the research object and designs a two-dimensional auction system of auctioning the service fee and the project quality of the waste incineration.This mechanism can stimulate the bidding enterprises to participate in the project franchise auction and the actual cost of bidding in the process of displaying their own type,and to achieve the desired goal of maximizing social welfare.At the same time,taking the Shaoxing Recycling Eco-Industrial Park(Phase I)incineration project in Shaoxing,Zhejiang as an example,the validity of the auction mechanism of franchise rights is verified.This paper studies the auction system of the franchise rights of domestic waste incineration power generation projects,which can enrich our country's auction theory system and also provide some ideas for the auction practice of franchise rights in reality. |
