The property income isn't a new-born thing, but the objective economic fact existing in real life and in the source of income for urban and rural residents. The reason why it has caused widespread concern is a new discussion, a new view, put forward in the Seventeenth People's Congress to "create conditions to allow more people to own property income".As soon as the view to "Create conditions to allow more people to own property and income" was brought forth, it received widespride concern and aroused excitement. It fully shows the strenghth and impact in the income distribution system reform. And it not only shows its ground-breaking theoretical significance, but also its great practical significance. "Create conditions to allow more people to own property income" is a move to focus on improving people's livelihood, and is an important condition for us to build a comprehensive well-off society; To "create conditions to allow more people to own property income" is conducive to maintaining fairness and justice, to narrowing the income gap, to achieving a society of common wealth,to maintaining a social of stability, to improving the efficiency of market, to improving the economic growth and to enhancing the social vitality.In recent years, residents and property income is entering the rapid growth, and the sources of property income have increasingly diversified. The growth rate of some local residents'property income has outperformed that of the wage income of residents. However, the amount of income is still relatively small, the total proportion is low among the total income. After all, China's financial management is still in its infancy, and the domestic capital markets is not yet well-developed. There is a certain gap comparing to the developed countries. And its unbalanced nautre of the property caused that too much income would focus on a small number of people which increased the gap between rich and poor of society as a whole and so on.How to make all kinds of legitimate labor income as well as the non-labor income of the masses turn into capital income and to narrow the gap between rich and poor become a new issues in distribution theory and practice. This is the topic that needs to be further explored and is related to the full play of its spirit in practice. In this paper, by analyzing the income and property abroad and comparing the experience of advanced countries, on these issues some of the superficial views will be presented. And for the property income of Chinese residents,the following recommendations are made:First of all, if residents want to own property and income, it is necessary first to own property. So to actively create conditions to create wealth, we should increase the wage through the normal mechanisms,create employment service system and strengthen the construction of public security system for people.Secondly, through product innovation,the creation of a more complete and open market environment, the fairness of the initial allocation of attention, as well as the regulating role of tax leverage, a fair and impartial investment environment can be created.Finally, we must ensure the legitimacy of property of the masses by law. "Property law" has been implemented, we must ensure the protection of property through it, particularly the private property of vulnerable groups of society. The legitimate property of the residents should be protected, so it is necessary to further improve the relevant legal system and clear the scope of legitimate property. Only in this way, will residents not have to worry about and boldly fight to get more revenue. Property of our residents will be increased to a new level and develop more healthily and steadily.
