Facing the economic crisis caused by the financial crisis since the beginning of 2008, people of all fields are studying countermeasures, striving to turn crisis into opportunity. Human resources management is an important part of enterprise management and play an important part in the development of enterprise, while performance appraisal as an important way of evaluate employee performance, is an indispensable part of the human resources management. But how to implement performance assessment and to establish a set of actual business performance evaluation system is most of enterprises has been committed to .In this paper, as the guidance of human resource management and performance evaluation theory, we focus on achieving SW corporate goal ,raise the level of employee performance, and ultimately realize the greatest value of the company and staff. First, integrally using the basic knowledge of human resource management, performance appraisal basic theory and the basic approach ,we analysis the basic situation, human resources situation and the status of performance appraisal of SW companies, and point out the problems in performance appraisal.Then, for the problems and causes, combined with the company's actual situation, we propose the purpose and principles of re-engineering performance appraisal system , to ensure the re-engineering of the performance appraisal system is a scientific, standardized, and complete circulatory system, and meet the development requirements of the company.Secondly, in the re-design, we stress the need for SW's re-engineering preparation, determine all categories of personnel assessment targets and standards, and clear assessment of the executor, appraisal cycle, feedback, improvement and application of the results. In the meantime, we emphasize safeguards after the re-engineering employee performance appraisal SW implemented, such as thought security, organizational security, system protection, thereby ensuring the company's various departments and employees of SW organic make an effort to raise the level of performance effectively.This research will offer the state-owned small and medium sized production companies similar to SW a certain reference value.
