In the current fierce competition of international markets, with the rapid developments of the economic situation and the metal industry in the world, metal industry is still the leading industry which guarantees the sound and rapid development of the national economy. Metal Logistics Park is an important node in the supply chain of metals and plays a critical role between the suppliers and the consumers. On the other hand, Metal Logistics Park is also a rather important carrier platform for the development of logistics industry in China. Hence, enhancing its competitive level has significant importance for the improvements in the supply chain efficiency and in the sensitivity of the metal supply chain to the market, and also, for the reduction in supply chain cost. The purpose of the present paper is to develop an evaluation criterion for the comprehensive competitiveness of the Metal Logistics Park and establish the evaluation model for the comprehensive competitiveness by analyzing and summizing the basic concept, characteristic and effect of Metal Logistics Park. Using this model, Tianjin International Metal Logistics Park was evalutated, and the results were utilized to provide guidance for further development of the Metal Logistics Park. In the mean while, this model and the induced results have been also demonstrated to be avaible for the development of other Metal Logistics Parks. In the present paper, Analytic Hierarchy Process (AHP) and fuzzy comprehensive evaluation method were utilized to analyze the Metal Logistics and Metal Logistics Park. In the meanwhile, the toptic was also studied from the theories and thoughs of various subjects such as logistics, economics and management. The relative results are obtained as follows:First, under the analysis of the developing status of Logistics Park in our country, the concept of Logistics Park was first proposed and summarized from the aspect of service target. The results indicated that the Logistics Park industry can be divided into seven categories, i.e. energy, machinery and motor vehicles, metal materials, medicine, agriculture, textiles and high-tech.Second, the related theories to Metal Logistics Park were clarified in detail in the present paper. With the developing status of Metal Logistics Park and the concepts of the other Logistics Parks considered, the concept of Metal Logistics Park was defined and its importance in the supply chain was also summaried. Additionally, the apparent amount used was chosen to evaluate the demand of Metal Logistics. The demand of the metal in our country was predicted through gray prediction model to illuminate the necessarity of Metal Logistics Park in our country.Third, the evaluation model for the Metal Logistics Park was established by using the improved AHP. This approach was based on the new scale of 10/10-18/2, covering the shortage of the scales in traditional AHP. After positive investigation, professional selection and AHP, thirty index marks were chosen from the total numble of thirty-eight in which the important index marks were illustrated in detail. In this way, the evaluation model was developed. Finally, the Tianjin International Metal Logistics Park was considered as an example, and its comprehensive competitive ability was evaluated by the improved AHP and fuzzy evaluation method. The result obtained from the model was presented as good and consitent well with the practical value. The feasibility and efficiency of the evaluation system were demonstrated to be available. Based on the result, the developing policy of Tianjin International Metal Logistics Park was proposed to provide guidance for the improvement in competive power of other Metal Logistics Parks.
