In recent years, with the accelerated pace of the industrialization process in Xilin Gol League of Inner Mongolia, the alliance development of coal resources is also increasing. By 2010 the alliance plans to produce 80 million tons of coal, and strive to achieve 100 million tons, of which 20 million tons in situ conversion, and the remaining 60% of 80 million tons rail transport,40% transports by road. The development of coal resources led the expansion of XiMeng regional coal market, but these coal markets are spontaneous and lack of a unified layout, causing much inconvenience to the market management. Therefore investment in building an integrated coal logistics park is very necessary. As a major investment project, Coal Logistics Park faces many risks from many aspects in the process of construction and operation. Choosing a correct method to identify risks and propose preventive measures have direct impact on the park operating results. Therefore, this paper on Doran large estuary coal logistics park investment risk has important guiding significance.This paper mainly researches the risk assessment of Doran big mouth coal logistics park construction project. The first and second sections introduce the research status of logistics park project risk assessment and the theoretical basis related to coal logistics park construction projects. The third section describes the details of Doran large estuary Coal Logistics Park, including the project’s external conditions, market demand situation and forecast. Based on some current principles and purposes, the fourth part using a variety of combined methods to identify the risks of this project, ultimately determine five level indicators: natural risk, policy risk, market risk, financial risk and management risk and sixteen secondary indicators. In fifth part, this paper firstly establishes the risk assessment system of Doran large estuary Coal Logistics Park based on the conclusions of forth part, then use fuzzy comprehensive evaluation method, AHP and expert scoring method to quant ify these risk indicators and given weight, finally evaluate the risk of this project, concluded that the level of overall project is general and market risk, financial risk, management risk are relatively large, the project construction is feasible. This section also presents the corresponding preventive measures for each risk. The final part of this paper summarizes the overall conclusions of the study article.Based on the coal logistics park project risk assessment, this paper establishes the project’s risk assessment system and risk evaluation model. Then apply it to the Doron large estuary coal logistics park projects, provided some risk prevention guidance for the project.
