It is in line with the point-to-plane policy on industrial structure adjustment by introducing a national optoelectronic laboratory and industry-training-research cooperation, technology transfer and personnel training, to promote the research and development of common key technology, solve the technical demand of enterprises and develop the optoelectronic industry with close relationship with the local machinery, household electrical appliance, lighting and electronic industries from a higher beginning. Meanwhile, as the optoelectronic industry is a flourishing mainstay high-tech industry of Guangdong Province, with abundant industrial foundation in Foshan, Shenzhen and Dongguan, it has a great development potential and significant meanings in promoting the reconstruction and upgrading of traditional industry and the establishment of a modernized industrial system in Guangdong Province.As the largest traditional lighting industrial base in China, Foshan has formed a sizable industrial cluster. There are 45 optoelectronic high-tech manufacturers in Foshan, including listing companies such as Foshan Lighting and Cnlight. Foshan has introduced from Taiwan the famous LCD manufacturer Chi Mei Optoelectronics, which has attracted many upstream and downstream LCD accessories manufactures to Foshan. In addition, the investment of China Building Materials Group Corporation in a buzz base in Sanshui, Foshan has provided opportunities for the development of the solar optoelectronic industry and promote the upgrading of traditional industry in Foshan. At present, there are nearly 100 manufactories in the optoelectronic industry in Foshan, with 35000 employees, mainly in the field of flat-panel display and LED and others including solar buzz, laser, optics and optical storage. The gross produce of the optoelectronic industry in Foshan exceeds RMB 22 billion in 2008.The government of Foshan and the local governments of five districts under Foshan have included the development of the optoelectronic industry into the development of high-tech industry, made out"the Eleventh Five Plan on the Independent Technology Innovation of Industry in Foshan"and"the Development and Planning Outline of the Optoelectronic Industry in Foshan (2007-2015)"and other directional documents, set up specific projects and established corresponding industrial incentive and favorable policies and measures, to greatly advance the research and development of the optoelectronic industry and the development of the industrialization. Meanwhile, the government of Foshan is preparing to introduce Wuhan National Optoelectronic Laboratory of Huazhong University of Science and Technology, which is the only national optoelectronic laboratory in the field of optoelectronics in China. Obviously, Foshan has considered the development of the optoelectronic industry as the entry point for the promotion of upgrading of independent innovation capacity, the reconstruction and upgrading of the traditional industry and the construction of a modernized industrial system.
