Study On The Function Of Government Employment Service In The Market-oriented Economy

Employment, which is related to reform, development and stability, covers an important part of people's livelihood project of all levels government. Promoting employment project is an integrated complex system .The Government employment service system is its essential link. As a government intervention and an important mean to regulate the labor market, Government employment service can well make up for the inadequacy of labor market mechanism.The theoretical basis of study includes the documentation as follows. Macroeconomic regulation of domestic and foreign scholars, government intervention to labor market and promotion of employment.After discussing three main functions of government and related policy measures, it focus on discussing the basic framework and developing stage of government's employment service.On account of statistics availability,my study selects Shanghai municipal government's employment service system as the analysis case. The employment service system in Shanghai has experienced exploration, deepening and developing process from"ninth Five-Year"to"Eleventh Five-Year".There are two important projects called"million people employment project"and"full employment community project". These projects intergrated a large amount of social and market resources, improved employment situation in Shanghaia as well. It also provided much valuable practical experience on exploring new employment service model.My paper allocates the function and affords the path selecing of government employment service under the condition of market economy. Promoting employment needs effective government funciton and organic combination of three aspects: such as government, society and market. In terms of allocating government function, it involves a veriaty of aspects, for instance, transformation on the role of government, upgrade of community rights and responsibilities, promotion of citizen participation and improvement of information service. The specific path choices includes: transforming government function positively to build a service-oriented government; implementing supervision and regulation appropriately to reconstruct the relationship between the government and society; encouraging the development of non-governmental organizations to support non-profit organizations to participate in the project and making full use of market resources to achieve a high degree of information symmetry. In order to truly solve the employment issue and innovate the government employment service model, All things are beneath the only establishing three-aspect interaction system among government, society and market.
