Research Of Chemical Park's Regulatory System Based On Risk Theory

The research of chemical park's regulatory system based on risk theory is a theory system which guides the chemical industry to establish and carry out safety regulatory by analyzing and identifying the harmful factors in chemical industries and finishing the risk classification according to the theory of risk classification. Based on the theory, the aticle investigates the safety regulatory activities by government. The article is researched by basing on the risk classification and genres in the chemical park of Cangzhou Bohai new part.This paper researches the chemical park's production status,classification,overview and the risk 's features,and distinguishes the harmful factors ,such as toxic and harmful substance and explosive and flammable materials. Using risk assessment theory, this paper calculates the park's risk through models of gas leakage,combustible gas,solid fi re and gas explosion, and quantitatively measures, introducing the concepts of individual risk and social risk ,the harmful levels of accidents which are caused by the harmful factors in the park. Then this paper analyzes risk acceptance criteria with ALARP principle under the present risk of domestic chemical industry park enterprises,and then researches the park's risk classification. Based on this theory and Cangzhou Bohai's chemical industries actual situation,this paper grades the area's hazardous chemicals and finishes risk category for guiding the construction and operation of safety regulatory system.Based on the risk classification, the paper analyzes the chemical park's four structural elements including regulatory environment,body,technology and institution. On this basis, it establishes the chemical industry park's comprehensive regulatory regim which is united by government supervision,business management,supervision by the masses and workers' discipline. And this paper contracts a "Four in One" regulatory system for the chemical park's real-time regulatory,including supervision of legal system, technical support system, education and training system and monitoring system. Finally, considering Bohai New chemical industry's features, the article builds a safety regulatory system due to this area , providing a better theory for its safety regulatory.
