The Resource-based industry is an important basis for the national economy. It is the country's economic and social development of the energy power. Most of the Resource-based enterprises in China are state-owned or state holding enterprises, therefore, the Resource quality employees and performance level of the coal are not only directly affects the overall efficiency and effectiveness, but also indirectly affect the production of other industrial sectors. In order to improve the performance of employees, we should fully mobilize the enthusiasm of staff to mobilize the enthusiasm of staff, as a scientific and rational performance appraisal system can correctly guide the staff to help employee career planning and to improve the performance of employees. At present, in order to improve the performance of staff, state-owned coal enterprise of China introducted the theory of performance appraisal from the developed country. The theory of performance appraisal injected new vitality to the coal, but in the implementation of performance appraisal as a result of neglect of the special nature of the coal industry, many companies do not have the performance appraisal to achieve the desired results. China's market economy accompanied by the acceleration of the process, as well as international oil prices, which can not meet in the performance appraisal of the conflicting needs of coal enterprises has become more prominent.Therefore, improve the performance of the work of the staff of the coal enterprises to become an important objective of management. In research and writing this paper, author analysis and research the current situation of employee performance appraisal of the resource-based enterprises. Especially on analysis of the current resource-based enterprises of the contents of the staff performance appraisal, assessment, and the inadequacy of the way; In this based on the international and domestic environment of resource-based enterprise development requirements and in the guide of the performance management theory, we optimize the performance appraisal system of resource-based enterprises .At the same time, carry a certain coal enterprises for example in this article. Author analysis and research the employee performance appraisal system and found that there are some deficiencies and inadequacies in the performance appraisal system. In the last author put forward the following six recommendations to optimize the performance appraisal system .In respect of a particular case analysis and research, the breakthrough point of this article is: in the past, operators of coal enterprises are not bound by the company of this level, only bound by superior. In this papers, we suggest that business operators should be examined by his staff in performance appraisal.
