| During the new historical period of building an overall well-to-do society and constructing the socialist concord society, it's no doubt that the new countryside-construction is of momentous current significance and far-reaching historical significance. The building socialistic new countryside is an important act in implementing scientific development; is a necessity in developing socialist modem construction; is an important task of building well-off society; is the power to keep sustainable development of national economy and is the important base and aspect for harmonizing society. Therefore, the Central Committee of the Party sized up the situation to make decisions to build a new socialist countryside in the Fifth Plenary Conference of Sixteenth Central Committee of the CPC.It made a blueprint of a path of civilized development featuring a thriving economy, an affluent life, a civilized society, a clean environment, a democratic management for the countries. We should emphasize economic fact in the building of new countryside-construction in agricultural region. The fact is that the country has a large coverage area; the number of the farmer is great; the income which keeps the living is dominated by the agricultural production. The development of rural economics which key step is the cultivation of rural specialty Industries plays an important role in increasing sources of income for farmers. This study examines how to link the new countryside-construction and the cultivation of rural specialty industries to choose and rear rural specialty industries scientifically under the instruction of the fundamental theory of industry economics.This paper analyzes the physical geography characteristics, socioeconomic situation in Shiniu Town, Jingyan County to get the idea that Shiniu Town is a backward agricultural region. Although China has increased input on agriculture, rural areas and farmers these years, more in social undertakings and direct grants to farmers yet less in agricultural industry and agricultural infrastructure. The problems that the position of agriculture as the foundation of the economy is weak and the future growth is lacking are evergrowing. In my opinion, the speed and scale of policy adjustment made by the Government is not enough to guarantee the urban and rural residents to get equal treatment. The control over the price of agricultural and sideline products does not change. The future policy of agricultural development is irresolute. The policy of input on agriculture, rural areas and farmers is lack of institutional guarantee. In order to deal with the root of the problem of agriculture, rural areas and farmers, and to build a harmonious society to reach a well-off standard of living, Shiniu Town must get help from the new countryside-construction and stress the development of specialty industries in rural areas to raise the income of the peasants, strengthen the position of agriculture as the foundation of the economy and to strengthen the rural economy. To tamp the base of agriculture is necessary to motivate the development of economy and to promote the sustainable development of the rural economics. In turn, it can supply the material guarantee to rural construction and can form virtuous circle. Even if China changed its policy to agriculture, rural areas and farmers,the new countryside-construction in Shiniu Town will not become the water without a source, it can continue. Basing on the above train of thought, the paper integrates the new countryside-construction and the cultivation of rural specialty industries under the moment of the new countryside-construction to develop rural specialty industries and expand rural economies. They can be taken as the target and foothold of the new countryside-construction. By analysis, bamboo plaiting article, crop farming of oil-bearing crops and raising rabbits can be taken as the specialty industries in Shiniu Town. Some suggestions which can be useful to the new countryside-construction in Shiniu Town is that:Taking the development of rural economy and specialty industries as most important thing should be abode as a rule. We should carry modernization of farming forward vigorously and take great effort to improve the environment of rural areas. We should take the chance of the new countryside-construction to create the new look of the contemporary peasants. We should work earnestly to improve the mind and work style of the grass-roots cadres to safeguard the rights and interests of peasants. We should build social service system in an all-round way focusing on the rural cooperative medical service.Some suggestions which can be useful to the specialty industries in Shiniu Town is that:Agricultural association can be established. Technical training should be strengthened. Scientific and technological quality of the vast peasantry should be improved.
