In the age of knowledge economy, the knowledge and talent is one of the key factors which make up of competition advantage of company. Therefore, effective human resource management has been the key to development and success. Human resource Index is a common and scientific tool to judge the human resource state of company.As the type of intelligent denseness, it is important for BJYH research organization that how to absorb and maintain talent and how to inspirit employee to help company get benefit. Testing human resource index will helpful for management effect by understand policy effect and work performance of human resource management.Basing on previous research, this paper considers the actual factors, and concludes the human resource index to match BJYH research organization characters. Meanwhile, point to eight main factors those are object, decision, innovation, communication, assistance, management, salary policy and satisfaction. Meanwhile, make use of questionnaire investigate to measure human resource of BJYH research organization and analyze the human resource problem of BJYH research organization. The investigate points that assistance, satisfaction, object, management and salary policy perform well. However, the aspects of decision, innovation and communication need improved. Above all, the paper gives suggestions on how to absorb, training, use talents and how to build culture. Hope these suggestions can reform human resource management of BJYH research organization and improve the ability of human resource.
