In order to better implement the bus priority development strategy,To solve urban traffic congestion by the increasing ownership of vehicles phenomenon and the urban environment pollution.Hohhot as the second batch of "The Transit Metropolis"create city, to speed the pace of the development of public transport.In spite of this,There are some problems about the Hohhot public transport services to reached the standard of "The Transit Metropolis".Therefore, this article through the literature research, questionnaire survey method, based on the Multi-Center Governance Theory. Studied the supply of Hohhot public transport services. Hohhot public transport services in the supply process such as insufficient supply, supply level backward, regional supply imbalance, supply price is not reasonable. The causes of these problems is the government service consciousness is not high, the relevant policy is not well, the constraints of financial system, enterprise management level is not sound, citizen participation awareness is not strong, and so on. In view of this, this article from the perspective of government, market and citizen, put forward some Suggestions on the development of the public transport. The government should take responsibility for their own actions, establish relevant legal, increase investment in public transport; As a bus enterprises improve its management mechanism and service levels. Citizens raise awareness of the participation of its own. Through the joint efforts of government, market and society, improve the supply of public transport services, form a benign circulation mechanism of the development of public transport.
