Evaluation On The Implementation Effect Of Urban Land Supply Policy

Land is the basis of city existence and development, and is the carrier of all social economic activities. With the rapid development of industrilization,urbanization and modernization, many promblems appeared in the executing urban land supply policy. On the one hand, that shown as the out of control of newly-increasing construction land supply, and blind expansion and disorder spread of urban construction area scale. It caused suburb fertility farmland destroyed and can not be tillaged, then damaged the basis of the development of the suburb agriculture seriously; On the other hand, that shown as the poor benefit of the land use in the urban construction area and even existing a large number of land vacancy. Urban land supply policy is the key factor for realizing the continuous, stable and healthy development of urban economy,rational allocation of urban land,optimization of urban land use structure,improving the level of urban land intensive use and urban environment. Evaluation on the implementation effect of urban land supply policy plays an important role in improving the urban land supply policy-making system, overcoming the disadvantage and obstacle of policy operation and developing the implementation effect of urban land supply policy.The first chapter is the introduction. It mainly expounds the research background,the purpose and the significance of this paper, and give a brief summary about the evaluation on the public policy execution and the research status of urban land supply policy. In addition, it also introduces the research methods and so on.The related concepts are defined in the second chapter. such as public policy,evaluation on the implementation effect of public policy,urban land,urban land supply,urban land supply policy and the connotation of evaluation on the implementation effect of urban land supply policy. Then emphatically analyzes the internal value orientation and target of public policy.The third chapter described the evaluation on the implementation effect of urban land supply policy. In the basis of analyzing urban land supply policy mechanism, this chapter determined the evaluation criteria (divided into value standard and target standard) for the implementation effect of urban land supply policy, constructed the index system for the evaluation on the value and target realization degree of urban land supply policy, and specified each evaluation index.The fourth chapter is empirical analysis. Based on the constructed index system for the evaluation on the implementation effect of urban land supply policy in the third chapter, which can be divided into the index system of value standard evaluation and target standard evaluation, the effective level of the implementation effect of urban land supply policy in Wuhan from 2001 to 2007 is evaluated by classified indexs, and conjectured the most important obstacle factors when achieving implementation effect of urban land supply policy in Wuhan. In the basis of mentioned above, it puts forward countermeasures and suggestions for improving the implementation effect of urban land supply policy in Wuhan.The last chapter studies the conclusion and the shortcomings. It summaries the main results of this paper and raises some shortcomings.
