At the 30th anniversary of reform and opening-up, with the rapid economic and social development, Wenzhou has developed from a city in cutting-edge Department poorer coastal area with traffic obstruction and scarcity of land resources into the third largest city in Zhejiang Province with a population of 7.8 million. The city created the "Wenzhou model", and started the "Wenzhou People" brands. With urbanization and industrialization process , the problems in the developing are constantly exposed .The traditional and family workshops can't help Wenzhou GDP growth stay ahead, instead , some earth-shattering production safety accidents took place ; The high house prices led to the official's power-money deal ,and fighting with the land expropriation families and households for the interests of land; A large number of problems left over course a lot of letters and mass events. These problems seriously impact on social stability, and constraints of sustainable development of economic and social health. The zone joining town and suburbs has become a suburban paradise for illegal structures, eliminate-incorporate-land of urban waste ,foreign and "low, scattered small" industries harbor. The environmental pressure forces the government determined to put things in order, restore the image of Wenzhou. Remediation of illegal buildings as one of the three remediation in 2009 in Wenzhou can be effective? What gives illegal buildings strong vitality? With these issues and the anxiety of the grass-roots cadres , take Ouhai District, Wenzhou City for example to carry out the investigation into the matter.This article is divided into five sections, the first is the introduction, introducing the research background, purpose and significance of research methods, and content, and a more detailed exposition of the relevant research and developments in this article for further analysis behind. The second part is an overview of the development of Ouhai and the status of illegal structures .Through statistical data, questionnaires and interviews, this part shows the status and characteristics of the illegal structures. The third part analyses the causes of increasing illegal buildings in urban fringe area, and identify four major reasons:①There are loopholes in the law;②Driven by economic interests;③Deviation of administrative acts;④The impact of the special cultural background. The fourth part analyses the harm of illegal buildings, combined with years of grassroots work, I practice the top five hazards inventory:①Violation of laws, regulations and policies;②Wasteful destruction of the environment;③Breeding ground for accidents and causing the corruption④Constraining the development and damaging the image;⑤Collapse the basis and threat the stability. The fifth part is findings and suggestions. After some research, I draw three conclusions:①The issue of illegal structures must be resolved;②The issue of illegal structures should be treated comprehensively.③Scientific development is more important. Study shows that: Not all the civilized societies have the issue of illegal construction ,it is the unique product of the process of urbanization in developing countries ,due to not following the scientific requirements. Regulations governing the construction involved in the direct interests of tens of thousands of households . It is important to manage and develop scientifically. 12 measures are put forward from three-pronged approach to provide the basis for the issue of the scientific governance regulations in Ouhai and even the whole Wenzhou.
