Today, China has entered a stage of rapid urbanization. During this period, the features of urban constructions appear in the rapid expansion, the increasing size of the building, the main building of an increasingly complicated and so on. The changes in the city resulting in the problem of lots of illegal construction, and the relatively backwarding of the planning management system and management tools make these problems resolved slowly and inefficiently. Illegal- buildings become the focus of the all types of contradictions in urban construction and solving the Illegal-buildings problems have become an important task of the urban planners and construction managers in the new period.Hefei City started the " Demolition of illegal buildings" action in July 2005, in a span of one year the total removal area of the illegal-buildings reached nearly 13 million square meters, of which the area of "the Self-demolition" and "the help-demolished" accounting for more than 98.5% and the public satisfaction masses on the " Demolition of illegal buildings " also reached 93%. The spreading situation of the illegal-buildings had been fundamental controlled and the issues of restricting the urban development had been resolved.This dissertation analyzes the policy-amendment and policy-implementation of "the Demolition of illegal buildings" by using the gambling theory of public policy, the three circles theory, motivation theory and the principle of substitution effect in the perspective of a participant and put forward a series of practical proposals which provides theory and experience to deal with the similar problems in the future...
