Research On The Approaches And Development Strategies For The Consrtuction Of Socialist New Countryside In Hubei Province

The Proposals on the 11th Five-year Plan for National Economic and Social Development Made by CCCP which was adopted by the 5th Plenary Session of the 16th Central Committee of CPC has comprehensively described the National Economic and Social Development during the crucial period of well-off society construction. In July 2006, the Hubei Provincial CPC Committee and Hubei Provincial People's Government has issued the Implemental Compendium for the 11th Five-year Plan for the Construction of Socialist New Countryside in Hubei. The key point, crucial historical task and strategic action emphasized in the Compendium is to construct the socialist new countryside.During the past 30 years after reforming and opening up, Hubei province insisted on reform and innovation to promote the rural development, the rural economy had developed greatly that given fully support to the provincial economic development. At present, the agricultural and rural development has entered a new stage and lots of new problems have come out. We have to base on the comprehensive socialist modernization to find out the main problems, explore the practical model modes, approaches and strategies of the construction of socialist new countryside. This article bases on the investigation and analysis the rural development of Hubei province, clarifies the main purpose and task of new countryside construction, demonstrates the major modes and measures and systematically discuss the approaches and development strategies of the construction of socialist new countryside in Hubei province on the basis of the successful foreign experiences.The first chapter of this article introduces the background, purpose and meaning of the research. The second chapter analyzes the rural development of Hubei province. During recent years the modern agriculture of Hubei has developed steadily, the farmers' income has increased continuously, the agricultural infrastructure facility has improved and the comprehensive production capacity has promoted. However, there are still lots of problems and difficulties of capital, income increase, industrial planning, education and social welfare and security of farmers. The third chapter introduces the targets of the construction of socialist new countryside and summarizes some new modes of the construction of socialist new countryside in Hubei province. The forth chapter summarizes the successful experiences of Hubei province. The fifth chapter analysis the agricultural production functions and technological development of Hubei province. The sixth chapter introduces the successful foreign experiences of new countryside construction and the seventh chapter makes a conclusion and raises the suggestions to the construction of socialist new countryside.
