Building a new socialist countryside is an important component of China's modernization. In the process of building a new socialist countryside, rural human resource is the basic resource which will promote the social and economic development. Accelerating the rural human resource development is a significant strategy of pushing rural economy, and how to train farmers to be literate, skilled and economic-minded is the most important thing in building new socialist countryside.Henan province is the largest agricultural province with the most farmers in China, consequently it will be a main one in China's new countryside building, and get great opportunities and advantages to develop itself from this strategy. In the other side, due to the large population in the countryside and the low quality of the most, Henan province faces more challenges in rural human resource development compared to other provinces. So exploring efficient approaches in Henan province rural human resource management and development is a practical research issue.This paper analyzes the actuality and problems of Henan human resource development by proving the importance of this issue based on human resource development theory. it sums up the existing approaches of rural human resource development in Henan province,which are strengthening compulsory education in rural areas, building job training and adult education systems, increasing the spending in education, setting good examples of specialist in technology, furthering labours migration and improving the medicine and healthy situation. Meanwhile this paper investigates the difficulties in bring them into effect, such as the lack of farmer's development thoughts, the restriction of census registering policies, the incompletion of social security, etc. then states 4 feasible approaches, such as increasing the funding to rural human resource, developing the market system for the able in rural areas, perfecting the evaluating and stimulating mechanism for the able and enhance the rural leadership. Lastly, it provides 5 guaranteed appliances, which are establishing information network for agriculture, rural areas and farmers, expanding social security in rural areas, building training and intercommunicating centers for rural labors, encouraging the multiple-investment in rural human resource development and perfecting correlative institutions to manage human resource cooperatively.
