Empirical Research On The Urban-rural Integration Contruction

The urban-rural integration is the highest stage in the development of urban-rural relation, which is aiming at breaking the dual urban-rural economical and social structure to achieve a harmonious development between the city and the country gradually. The Seventeenth National Congress of the Communist Party of China and the Third Session of the Eleventh Central Committee of the Party both emphasized on the importance of promoting integration between urban and rural areas and have made requests and methods for the later development.After Maanshan has carried out the policy of unifying urban and rural development in 2003, the development of its urban and rural economy and society became fast and sound, the gap between town and city narrowed, the urban-rural public service system and social security system promoted, and the urban-rural ecological environment became beautiful gradually. Just because the above achievements in the past several years, Maanshan has been approved to set as Urban-rural Integration Comprehensive Supporting Reform Testing Area by Anhui Provincial Committee and Anhui Provincial Government in April, 2008. This has offered excellent opportunity for Maanshan to correctly solve the problems in the process of urban-rural integration construction, to take good use of the advantage of central government, province and municipal government policy support and to firmly grasp the opportunity of test area to promoting urban-rural integration to a higher level based on its practice.Under such background, this postgraduate paper has titled as Empirical Research on Urban-rural Integration---A case of Maanshan. The paper has been divided into six parts: Chapter 1, introduction. It introduces the research background, object and meaning of this paper; Chapter 2, theoretic research on urban-rural integration. It analyzes and probes into the connotative meaning and related concept of urban-rural integration; Chapter 3, test on urban-rural integration. It establishes Evaluation Index System to test the integration level of Maanshan; Chapter 4, current situation analysis on Maanshan's urban-rural integration construction. It gives a comprehensive analysis on the advantages, problems and deficiencies, systematic limitation in the process of urban-rural integration construction; Chapter5, suggestions on Maanshan's construction of urban-rural integration. It gives a suggestion system of promoting urban-rural integration; Chapter 6, conclusion and future prospect. It concludes the whole paper and makes a fundamental research prospect.This paper has use the research method which combines theoretical and empirical research, reference reading and investigation and research, whole and individual, historical and logic research.The theoretical meaning of this paper is to complement the insufficient qualitative research with evaluation index system , the current situation analysis can understand the inner and outer factors of urban-rural integration construction as a whole; the practical meaning of this paper is to build an easy, practical, tutorial index evaluation system. It provides Central part of China even the whole country with a reference to build urban-rural integration with its research methods and thoughts.The innovation of this paper: 1, it first makes a division of different parts in the developing process of urban-rural relation in Maanshan; 2, it first use the theory of difference pattern into the research of urban-rural integration.
