The important aspect of the implementing scientific outlook on development is to establish the Ecology Evaluation index system that reflects the core of scientific outlook on development meaning putting people first and the human-oriented. The ecological view is the major strategic thinking of Socialism with Chinese characteristics.The realization of Ecology Development is the ultimate goal of scientific development. Establishing the Ecology Development evaluation index system based on putting people first and the human-oriented of scientific development and evaluating China and the administrative districts at all levels have a great significance on the guidance of scientific development of China. Hu Jintao stressed the need to adhere to the "thoroughly implement the scientific outlook on development. "on Communist Party of China 17th National Congress The report also states: " the scientific outlook on development, the first prerequisite is development, the core is people-oriented,basic requirement is comprehensive,coordinated and sustainable, the fundamental approach is balance."The paper is divided into five chapters. The first chapter is the introduction. Thesecond chapter is the framework of ecological carrying capacity rating system.The third chapter introduces the construction of Ecology Development evaluation methodology.The forth chapter discusses empirical research on Ecology Development of LiaoNing province. In the fifth chapter is the conclusion and the prospects.The major work of this paper is as follows:(1)Use Gray correlation method, through absolute correlation comprehensive to response the different distance between the score Z0 and No.k indicator data,use relatively comprehensive to response the close degree of Zkj/Zk0 between the score Z0 and No.kindicator data;Based on the above two dimensions to determind the objective indicators of weight, responsing both distance and the rate of change.Through the "equidistance" narrow and translation of the standardization results of the indicators to avoid the inevitable 0 in the evaluation of the specific results of standardized,resulting in grey correlation analysis can not to be issue.(2)Based on the Scientific Development, Ecological Development Evaluation is established. Firstly, Ecological Development Evaluation Model is established based on the G1 method,G2 method,Gray correlation method and Maximizing Deviation Method to seek weight Wk; Secondly, Second, through the combination of two factors based o n the consideration empowerment approach seeking the right combination of weight, suitable for the establishment of prefecture-level city of Liaoning Province, horizontal evaluation of the ecological evaluation model.In this way, not only to achieve a weighted score of each evaluation of the object and the ideal point of minimum generalized distance, but also to enable the evaluation of the consistency of the results of the largest and avoid an unreasonable method of weight evenly distributed; Jaynes maximum entropy principle is to introduce the empowerment reaction the degree of consistency between the results based on the empowerment of thought to determine the smallest difference between the results of combination of factors, avoiding the existing measure of consistency in the results of the method is only empowered to use the target weights of sorting information, to receive a rather crude measure of the consistency..(3)Through comparing 14 cities' ranking of the ecological conditions of Liaoning Province, identify the impact of 14 cities in Liaoning Province, the ecological status of the main factors, and for the development of strengths and weaknesses that exist in policy recommendations for the provincial and municipal levels of government to develop eco-development policies reference.
