When the economy develops to a certain stage,the countries all over the world begin to consider the problems of environment and resources,and thus derive the development model of low-carbon economy.With the development of China's economy,the problem of environment and resources has become more and more prominent,and in recent years,it has been subjected to external pressure from all over the world.There are obvious differences between the provincial area China low carbon economic development level,is not conducive to the sustainable development of China low-carbon economy,in order to realize the coordinated development of regional low-carbon economy as soon as possible,this paper will focus on the development of low carbon economy provincial area Chinese construction index system of comprehensive research and comprehensive evaluation,the specific contents include the following several aspects:First,this article reviewed the relevant literature at home and abroad,summarizes the research on the three aspects of foreign literature in the connotation of low carbon economy,the relationship between greenhouse gas emissions and economic development and the driving factors of carbon emissions;summarizes the research on construction and evaluation of the domestic literature part to the connotation of low carbon economy,carbon emission factors,low carbon study on the evaluation index system of economic development,the development of low carbon economy road and Countermeasures in four aspects;in addition to understand the basic situation of low carbon economy development abroad summarizes the relevant international experiences of low carbon economy.Secondly,based on the characteristics and connotation of low carbon economy,on the basis of previous research,constructs the evaluation index system of China provincial low carbon economy development level,to ensure that the index system is comprehensive,scientific and operable.Select the level indicators include economic,social,energy,environment and science and technology five aspects,selected two indicators including economic development,economic structure,carbon control,energy utilization,social development,life progress,carbon emissions,construction,technical level and pollution control of the ten aspects,a total of 34 level three indexes.Again,study of comprehensive evaluation with the data of 30 provinces in 2014 Chinese,including use of AHP method and gray correlation method and variation coefficient method of three kinds of single comprehensive evaluation,combination evaluation and the linear weighted sum method,average method and Borda method,the three methods of low carbon economic development of the province China region on the basis of the post test to choose the relative mean method to analyze the results of optimum combination evaluation.The main conclusions are: carbon emissions intensity Chinese long-term at a high level;low carbon economic development level differences in provincial area Chinese obviously;low carbon technology lags hinder the development of low carbon economy;irrational industrial structure is an important reason for the high carbon economy in many areas.Finally,the results of this study are summarized,drawing on internationalexperience in the development of low carbon economy has been based by summing up the problems China low carbon economic development,starting from the point of improving China low carbon economic development level and the overall region coordinated development of low carbon economy,put forward policy recommendations.The main countermeasure suggestions are: to narrow regional gap and comprehensive development of low carbon economy;optimize the industrial structure,increase the development of low-carbon industrial system;the adjustment of energy structure,improving energy efficiency;to encourage technology development and innovation,and strengthen international exchanges and cooperation.
