Since the birth of Karenbauer industrial park: the pioneer of EIPs (Eco-Induatrial Parks), eco-industrial parks in the world have been developing rapidly. This kind of industrial park is an industrial eco-system that imitating the natural ecosystem, which abandons high resource consumption and high waste emission of the linear production mode in the traditional industry and can make by-products or wastes of the upstream firms as raw and auxiliary materials of downstream firms in the park. The system has very good environmental and economic benefits, which can reduce waste emissions to achieve closed-loop material flows, and also can reduce consumption of resources. The development situation of an eco-industrial park and the integrity of the eco-industrial chains can reflect the sustainability and stability of the overall system.To effectively evaluate the sustainable development level of an eco-industrial park and improve eco-industrial chains, the paper is mainly about the following fronts:(1) There is an index system constructed in the paper, including five dimensions: economic, ecological networks, environmental support, policy and green management, park and society. The system covers all aspects that affect development of the park, which has a certain degree of integrity. Based on the built index system, the paper proposes an AHP-grey relation analysis evaluation model, which adopts the AHP method to determine index weight, and uses grey relation analysis method to evaluate the sustainable development level of a park dynamically. Dalian Economic and Technological Development Zone is taken as an example for the model application. The result shows that: the sustainable development level of the case appears as an upward trend, the levels in 2001 and 2002 are low, the ones between 2003 and 2007 are all middle.(2) Based on the evaluation result, an important factor that impacts index level is proposed as: existing industrial chains are inadequate. Therefore, integrated industrial chains are designed for the overall park, and the designed effects are analyzed. The result shows that: after designed, the integrated industrial chains of the development zone can be effective in reducing waste, increasing resource utilization, and can improve sustainable development level of the park.(3) As multiple industries in the park play important roles in area development, while the development of the shipping industry is strongly supported by our country, therefore, the shipping industrial park is taken as an example, analysis of industrial chains status and eco-industrial chains design are carried out, and emergy analysis is used to analyze the design effect. The result shows that: after the design, the recycling ability and comprehensive utilization of the park are markedly increased, wastewater, waste gas, and solid wastes can be reduced, ecological stress can be eased while economic efficiency increases. That means the design has a good effect.In conclusion, the research systematically analyzes development and research status of EIP, verifies the index system and evaluation model that constructed, and carries out the specific design and effect analysis for the integrated industry chains and the shipping industry chains, and provides a theoretical reference for sustainable development and construction of eco-industrial parks.
