Fund Project Evaluation Research Based On The Matter-Element Analysis Theory

The fair and objective of the fund project evaluation get more attention along with the rising of the science and technology fund position and the rising of the number of fund projects. The key research of fund project evaluation is the reasonable selection of evaluation experts and the objective and comprehensive of project evaluation. The purpose of this paper is to select experts reasonable by the expert evaluation model and the correlation analysis about experts and projects, and evaluate projects objectively by the project comprehensive evaluation model which ensure the fair and objective of the fund project evaluationFund project evaluation system is the effective means of the fund project evaluation work, How to improve the system function and improve the operation of the system is the requirement of the establishing fund project evaluation system. To ensure the effective operation of the system, improve the efficiency of the fund project evaluation work and ensure the fair and objective of the fund project evaluation, we need a corresponding theoretical basis.First, based on the analysis of the fund project evaluation work , and combining with actual project experience, this paper put forward some to be improved and solved problems , and analyzes the research content and the meaning of these problems.Then, according to the specific needs of these problems and based on the matter-element analysis theory, this paper puts forward a similarity method of projects and a correlation method of experts and projects, and builds a expert evaluation model based on expert index system and a project evaluation model based on project index system. This paper puts these theories into the fund project evaluation work, and proposes the methods of project qualification audit, review expert selection, project comprehensive evaluation and project integration, and proves the theoretical and practical of these methods by the actual projectFinally, this paper design and implement a fund project evaluation system of the above theory, and puts forword the structure of the fund project evaluation system, and gives some partial examples of the Liaoning province fund project evaluation system.
