In recent years, knowledge and economy integration trend is becoming evident when they penetrate, interact with and promote each other. Knowledge has become indispensable and the most critical resources in all aspects of the economy operation and the most important driving force of economy development. As a kind of knowledge-based resource, technology is increasingly concerned by scholars. Researches have shown that from its system structure and process of technology innovation perspective, enterprise technology knowledge system's development is inseparable from resources, the environment and the impact of other businesses. Especially, the system has impacted the formation of enterprise technology autonomy degree finally by business, personal interaction of technology knowledge. It's particularly important to clarify the composition of technology knowledge system, knowledge learning and mechanism of autonomy technology, as well as the constituent elements of the evaluation of technology autonomy degree. Based on the above analysis, first this paper summarizes the constituent elements of technology knowledge based on literatures, and proposes the composition and characteristics of technology knowledge system, then analyzes the definition of technology autonomy, its knowledge nature and explains their linkage.Further more, the paper also introduces quantitative analysis and qualitative analysis methods, establishes the technology autonomy degree evaluation model based on enterprise technology knowledge system. Scholars studied technology innovation evaluation mainly from the perspective of inputs and outputs in the past. Some scholars only qualitatively described independent technology innovation gap between Chinese enterprises and foreign enterprises, ignoring the role of knowledge in technology innovation. As the knowledge is difficult to quantify, there is relatively fewer literatures about technology knowledge from the enterprise point. It should be mentioned that the evaluation of the degree of technology autonomy requires not only the metrics of number, but also a qualitative requirement. It is the unity of quality and quantity. So, it should introduce economy model to judge qualitatively while measure quantificationally. The significances of establishing model are to increase qualitative analysis and measurement for scholars and provide analysis tools for the enterprise technology and planning activities. After establishing the evaluation sets of technology autonomy based on enterprise technology knowledge system, this paper use a multi-level fuzzy comprehensive evaluation method (MHFCE) to analysis and evaluate a 3MW wind power equipment manufacturing enterprises accelerator fan gear gear modification techniques in Dalian, The degree of autonomy technology can be drawn "good", but preferred "genera". Analysis results are given combined with the calculation.Finally, this paper gives countermeasures and suggestions to promote the enterprise technology autonomy degree when facing specific problems in the process of carrying out technical activities based on empirical analysis of the specific conditions.
