Research On Social Pension Insurance System Of Urban Residents

By the rapid economic development and urbanization since the reform and opening up, urbanization rate of china has more than50%.Because the highly expansion of urban population and an aging population as well as the traditional family support has been weakened, so it has a higher demand on the construction of our country’s urban social endowment insurance system. At present, it covered civil servants, enterprises and workers, flexible employment, migrant workers and other groups, but the town of non-business residents have been in a missing status which became the last "short board" of the urban social endowment insurance system.The Party Center Committee and the States Council attaches great importance for construction of China’s urban social endowment insurance system. In the17th Party Congress explicitly put forward the strategic objective that build up a basic social security system which covering both urban and rural residents in2020. It began a new rural social endowment insurance in2009,and the social endowment insurance of urban residents in the pilot started in July1,2011. Improving the pension insurance system for urban residents have great practical significance to keep the basic livelihood,at the same time, it helps to balancing the urban and rural development that to safeguard social fairness and justice, enhance social stability and unity, building a hamonious socialist society as well.In this paper, on the basis of summing up the research of domestic and international urban residents in social pension insurance, the underlying theory as a starting point to demonstrate the necessity and feasibility of the establishment of the pension insurance system for urban residents.In the analysis of the results, it expresses the insurance status, insurance will and the fit by using the empirical research methods, in the meanwhile, it describes the significance of insurance will include in individual characteristics, family status and the system known,then make a conclusion.At last, it will give some advice from four aspects,there are: the system construction, policy advocacy efforts,management system and convention of system.
