The Research On The Performance Evaluation Of High-tech Industry Cluster Of Hebei Province

High-tech industry development has been of concern to the government at all levels, Since the Reform and opening-up policy proposed, the government has issued a series of policy documents about high-tech industry to promote development. In the face of economic crisis, high-tech industry still maintains a great development trend, greatly enhancing the confidence of economic development.The industry cluster theory is the important study field of industrial development theories. Agglomeration is the important locational characteristics of high-tech enterprises, and the cluster is also the ideal mode of developing high-tech industry. Through the cooperation of talent, knowledge sharing and dissemination, business information exchange, facilities sharing between the enterprises in a certain cluster, the cluster provides a suitable environment for the innovation of knowledge and technological. However, there are enterprises within clusters in our country that were scattered together, but had no relationship with each other. Lack of technical co-operation between enterprises and internal innovation and competitiveness did not really make the economic effects of industry clusters reflect. So research on how to weigh the economic effects of high-tech industry cluster is the key to improve high-tech industry cluster development.Starting from the theoretical analysis at home and abroad, this paper made factors analysis for high-tech industry cluster performance evaluation, setting up a set of high-tech industry cluster performance evaluation framework. And, in accordance with the framework of performance evaluation, this paper set up an index system of high-tech industry cluster evaluation, took advantage of expert advice to determine index weight, and took use of weighted average method for scoring, Combining these together to build a set of general evaluation system of high-tech industry cluster. Finally, Comparing with the successful experience of Zhongguancun National Innovation Park in performance, this paper summarized problems of high-tech industry cluster development in Hebei Province, and gave the corresponding policy recommendations to high-tech industry clusters development.
