2010 Shanghai World Expo is another important international event after the Olympic Games in our country. To some extent, it has so long session (up to 6 months), so more countries and district participants, so large number of visitors (more than 70 million visitors) and so wide incidence, which will exceed the Olympic Games at some aspects. Because the 2010 Shanghai World Expo is a pageant for the whole mankind in the world, and it is firstly hosted in China, there are more difference between its construction projects and the common construction projects, and the erectors of China have no the similar experience. In construction of Oil Pavilion, the expo elements need be added, and the standard of Bureau of International Expositions need be consulted. In addition, the construction of Oil Pavilion takes place in Shanghai, which belongs to the construction in another place, the comprehension on the local laws and construction specifications will happen discrepancy, which bring the negative effects on the management of the projects. So it is important and necessary to study the target control of Oil Pavilion.The Oil Pavilion has some characteristics, which are as following: (1) new innovation, but in technology, (2) impermanency in lifetime, (3) high investment, (4) Particularity in production management, (5) long production period and high risk, (6) society of products and the external restraint of production.At the same time, there are some problems in quality management; the quality management system was imperfect. The quality management systems applied in Daqing Key projects was not effectively executed and the rules and regulations were not effectively implemented. The construction units were more and their qualities were varied, which caused the great difficulty in communication. The construction field was small, the information of underground was incomplete and the factors in engineering technology were complicated. The project construction is high in level and short in time. There were some problems in quality management process such as the complicated social environment of the organization and management of construction in field.The 7 targets in time limit, quality, cost and Civilized Construction, and so on were analyzed and the conclusion about the importance of quality target control was drawn.Based on the brief introduction of the basic theory of quality management such as its connotation and basic work, its characteristics were analyzed, the five elements influencing the quality of Oil Pavilion were concluded, which were human factor, technology factor, management factor, material and equipment factor and social factor. By means of analyses on all the factors, the factors of key control in quality target control of Oil Pavilion were obtained, which are personnel quality, technology, management and quality of material and equipment. In addition, a general thought to improve the quality of Oil Pavilion was proposed.The author thinks that the base to improve the quality of Oil Pavilion is as following: (1) the quality assurance system must be perfected, the idea of the total quality management was proposed by combining the characteristics of Oil Pavilion. The emphasis of quality management was transferred from the past quality management based on the inspection to that based of design, new quality management system and construction procedure were founded, and the quality was assured to be controlled by depending on the effective execution of the system. (2) The total quality management must be built up. The reasons of the quality problems arise in field were analyzed by applying TQC management method and the corresponding countermeasures were established and rectified in time. (3) Full participation. The basic kernel of the total quality management is to improve the personnel quality, strengthen the consciousness about quality, and arouse human enthusiasm. The qualities of products and service were assured and improve by devoting efforts to work quality. (4) The management of general contract was implemented for the project, and the Quality Evaluation System was founded.The key to improve the quality of Oil pavilion project are as following:(1) The control measures of the corresponding factors influencing the project quality must be strengthened.Firstly, the management of human. The quality of the personnel were improved by a series of measures such as making the clear objectives of the project, improving the organization and coordination ability of different levels administrators, strengthening the legal education, training the operating staff, strengthening the ideological and political work and establishing the system of job responsibility and the system of rewards and penalties.Secondly, management of mechanical equipment. The machines should be selected and used properly. The maintaining and repairing system must be established. The equipment management was strengthened by implementing the operation qualification certificate system for the new and old machines. Thirdly, management of materials. The plan management of the materials and its acceptance, storage, supervision must be strengthened, and the activities to save the materials can be developed vigorously.Fourthly, management of technology. The responsibility of technology management must be made clear and the improvement of technology level must be paid more attention. All kinks of technology management system must be seriously implemented.(2) The beforehand quality control before the construction in field must be strengthened.Firstly, the general contract troop and supervision team must be optimized. The unites with good faith and qualifications were selected to join the project construction by bidding.Secondly, the supplier of equipment and materials must be optimized. All the important material and equipments were applied by the applying and purchasing system, and the brand products were firstly selected and used.Thirdly, the quality control system of Oil Pavilion was established.Fourthly, the quality assurance system and the quality management system in field of the general contract unit were supervised to be perfected and checked.Fifthly, the construction quality documents submitted by construction units were checked.(3) The quality control in the event before the construction in field must be strengthened.Firstly, the control of work procedure quality was strengthened.Secondly, the quality was controlled by using mathematical statistics method.Thirdly, the quality veto was authorized to use by supervision unit.Fourthly, the measures such as perambulation inspection, site supervision and parallel inspection were used to control the construction in field.(4) The afterwards quality control before the construction in field must be strengthened.Firstly, the first acceptance management of project must be strengthened.Secondly, the information and blueprint of project completion were checked.Thirdly, the project acceptance and its quality evaluation were strengthened.Fourthly, the qualities were strengthened to be rectified and perfected. For the quality problems proposed in the projected acceptance and need to be rectified or perfected, the construction units were supervised to rectify or perfect in given time. Fifthly, the quality control method of project maintenance period was established.Sixth, the management of the signed certificate of maintenance termination for project must be strengthened.The guarantee to improve the Oil pavilion project quality is to keep the continuous improvement on quality. A series of activities about the quality improvements were organized in the construction of the project. Firstly, the project managers participate in the activities by themselves and organized the organization to improve the quality. Secondly, the project quality problems were collected and analyzed. Thirdly, the correcting and preventing measures were made.
