The core of the modern management is the strategic management. The core of the strategic management is HR management as well as the performance appraisal plays the same role in the HR management. We can say that performance is the guide of all integrated management and operation in an organization, also all activities is around the performance appraisal. Thereby it is very importance to us to research the reasons and models of the performance appraisal, it not only can decide the performance appraisal model inner unit, but also make the unit to achieve its strategic targets through the performance appraisal.Chinese Academy of Sciences (CAS) reformed in all its HR system from 1998, until now it's more than ten years past. The reformation got remarkable achievement through HR system reformation and innovative team construction. CAS attached northeast geographical and agricultural ecology institute (Abbr. NEIGAE) is the subordinate institute of CAS, it increasingly work hard in HR management optimization and improvement during it development. But accompany with the gradually deepen of CAS knowledge innovative project, the demand of HR management standardization and performance appraisal go further. The performance appraisal system needs more improvement and innovation to apply with the subject distribution and organization structure adjustment. Thereby to fulfill unit's strategic target and push the institute develop in a good and quick condition constantly.First of all, this paper introduce the performance appraisal theories and the meaning of the performance appraisal, tell the meaning of performance and performance appraisal, then the relation of performance appraisal and performance management. Apply with the characteristics of core number of NEIGAE to choose the primary performance appraisal techniques-targets management, key performance index, balance recording cards, 360 degrees appraisal. Mainly to choose targets management, key performance index, balance recording cards, 360 degrees appraisal to the science researching series of the core numbers. As well as choose the key performance index and 360 degrees appraisal for the management series numbers. Secondly, narrate and analyze the present status and existing problems in NEIGAE core number performance appraisal and find out the right category methods. NEIGAE core number performance appraisal mainly can divide in science series and management series two parts. Science series adopt combination of quantitative and qualitative appraisal method according to its characteristic, make scoring appraisal according to its subject developing prospects, present position and influence in both domestic and worldwide, talents unit construction, etc. Make quantitative appraisal methods by publishing thesis, publications, awards, patents and software, etc. To management series, the performance appraisal is on the basis of working levels, abilities and performance, the appraisal staff takes the method of scoring. The performance appraisal methods have differences according to the characteristic of the appraisal object.Thirdly, points out how to build the performance appraisal of NEIGAE, explain matters as NEIGAE core number performance appraisal index choosing, weights determination and standard designation. Performance appraisal index system choosing is very important and decides the quality of the performance appraisal in certain degree. We should take five principles seriously as comprehensive, comparable, significance, quantitative and operability. Index designation should focus on the common key performance index and abandon the special ones. To the un-comparable ones we should compare them by weights and scoring. Performance appraisal isn't the general listing of all indexes, by to appraise the refining of key performance indexes. We also should think about if the relative data can be easily got on hand or not, the profits and costs should be calculated by the index choosing.At last, discuss what methods should be taken to ensure the practice process be smoothly when NEIGAE core number performance appraisal system is put forward. Some mistakes can be corrected when the appraisal scheme is put forward by feedforward, process controlling, response controlling and rightly use the appraisal results to insure the rightness and fairness. Feedforward includes the establishment of performance ideas, clear the performance appraisal targets, index system designation and effective appraisal standards. Process controlling includes right appraisal methods and timing choosing, as to strengthen trainings to the appraisal staff. Response controlling focus on the communication and feedback during the appraisal process, the core is the communication and the communication process goes through the whole performance procedure. We must make performance communication during the whole performance management process. Rightly treat and use the appraisal results including the adjustment to results and use it rightly.
