With the rapid development of the reforming,the rapid development of China's communications industry,the communications industry in the new technology and new business innovation,technical level,equipment configuration development and improvement of service levels are increasingly reduced,but also faced with fierce market competitions.To achieve the communications operators in the market with the comprehensive and sustainable development of the strategic objectives,the key is to start from the management of enterprises.Market competition and the core of the competition are always the key points,so enhancing the management of enterprises and management level should be implemented as soon as possible.LT is a provincial branch,conformed to the current new economic development period to implement the performance appraisal system,and has achieved remarkable results with several weaknesses.As for recent situation,this paper takes LT Company as a typical example to carry on the optimization of performance appraisal.This paper uses the methods of literature research,questionnaire survey,system analysis and so on,and launches research and the corresponding conclusion from the following aspects:(1)By questionnaire method,we can find out the problems of performance appraisal from the following three parts:The design of the questionnaire,the method and the object of the questionnaire,and the research conclusion and analysis of the questionnaire survey.The main problems are as follows:the publicity performance appraisal is not enough,and employee satisfaction is not enough,the performance appraisal system is imperfect,the effect is not obvious and so on.(2)The optimization design for performance appraisal of LT Company is in line with the company's actual situation and the construction of the performance evaluation system.Mainly from the following several aspects:the optimization principle of company performance appraisal,setting performance goals reasonably(especially the index design),determining scientific evaluation methods,confirming the assessment results accurately,and using the assessment results reasonably,etc.(3)Putting forward strong guarantee measures for the optimization design of LT Company's performance appraisal is operating,including the following aspects:propaganda and guarantee(promoting the propaganda to create an atmosphere for implementing and strengthening the employees' professional ethics education),human resources security(to strengthen the training of employees,and to establish dynamic incentive and competitive mechanisms),the management innovation safeguard(implementing the informationalized assessment means vigorously,and the implementation of performance appraisal satisfaction evaluation),the organization system safeguard(constructing a high performance organization culture,building a learning organization and an appraisal management office)and so on.The innovation of the thesis is as follows:(1)Combining with the theory and practice,this paper makes a comprehensive analysis of the related research of performance appraisal at home and abroad,and analyzes the problems of LT company in performance management,especially performance appraisal.The performance appraisal system is to optimize the design,to achieve LT company management and human resources innovation.(2)All-round co-ordination of LT company in all aspects of performance appraisal,especially for the LT department staff work content,finds work standards vary greatly,then set qualitative indicators and quantitative indicators,to make staff work a morecomprehensive assessment.(3)In order to ensure the smooth implementation of the assessment program,this paper designed a more comprehensive performance evaluation operation to guarantee mechanism,in the publicity,human resources,management innovation and organizational system protection and other aspects to ensure theimplementation of performance appraisal optimization program to further improve the Group's Personnel management and competitiveness.
