The Research On Cooperative Economic Organization Of Farmers In The Construction Of New Guangxi Countryside

China is a large agricultural country, and the "Agriculture, Countryside, Farmer" issue has always been the key issue in China's reform and development process. For such a big agricultural country, in order to achieve the overall prosperity, prosperous, improvement of the national quality and people's living level, we must firstly solve the "Agriculture, Countryside, Farmer " issue. The road of China's reform and opening up is also started from the rural area. Thirty years ago, the greatest achievement of rural reform is to liberate the rural productive forces, but with the further development and improvement of economic and social, we feel more and more profoundly– the liberation of rural productivity is just the initial goal of rural reform, the development of the rural productivity is the important task to deepen rural reform in the new period.Since the Third Session of the Eleventh Central Committee of the Party, the rural reform, the core of which is "The system of household contract responsibility" has greatly mobilized the majority of farmers'production. However, for a long time, China's countryside has always stayed at the level of adequate food and clothing, but there is still a long distance to reach the rich level. The fundamental reason is that China's farmers are less organized, the farmers is still in a weak position under the market economy.Practice has proved that: If want to completely change the weak position of farmers, we must firstly increase organizational level of farmers, establish and develop the cooperative economic organization of farmers which can represent the benefit of farmers, safeguard farmers' rights, and can also effectively promote the development of rural production. During the Third Session of the sixteenth Central Committee of the Party, the development of farmers cooperative economic organization had been arranged in the five-year plan of national economic and social development, with requirement of "Encourage and guide farmers to develop all kinds of specialized cooperative economic organizations, in order to enhance the degree of agricultural organization". The seventeenth Central Committee of the Party clearly request "to explore effective realization forms of collective economic organizations and farmers' specialized cooperative development, support the industrialized operation of agriculture and lead the enterprise development, cultivate culture, technology and management of the new farmers, play the main role of millions of farmers during the process of constructing the new countryside ."Cooperative economic organization of farmers is an important engine to promote new socialist countryside. Its foundation can enable the smooth realization of agricultural products to the commodity economic'rapidly transformation, moreover, can increase their income and effectively improve the social status of farmers, alleviate social conflicts, and maintain social stability. The cooperative economic organization of farmers is an important force to build new socialist countryside, and developing the farmers cooperative economic organization has become an inevitable requirement for new socialist countryside construction. To some extent, establishment of the farmers'cooperative economic organization provide a path for the new countryside. It's a"Hope Project"to construct this organization well, and it's also an important"Handle"to solve the "Agriculture, Countryside, Farmer "issue.Guangxi as an ethnic minority autonomous province with the advantage of "close to the road, sea, state boundary", can enjoy many preferential treatment of multiple policies, which other provinces and cities do not have. In addition, as China - ASEAN Expo and the contractor, Guangxi also has the regional information advantage of two-way communication between China and ASEAN countries, preferential treatment of these multiple policies and the regional information advantage, constitute the biggest resource in Guangxi. As a big agricultural province, the advantages of these policies and advantage provide a unique opportunity for cooperative economic organizations of farmers in Guangxi. However, the current situation of the cooperative economic organizations of farmers in Guangxi, is not optimistic, there are some shortages as following: less of understand to this organization, weak ability of this organization ; farmers do not have sufficient understanding of ASEAN–and the Expo, and do not fully play a geographical advantage and comparative advantage; weak in self-accumulation, serious shortage of working capital; internal operation mechanism is not sound, low management level. However, in order to achieve the "well-off in Guangxi", " Courtesy in Guangxi", "Harmony in Guangxi," strategic objectives, it is also necessary by improving the understanding of economic organization, stimulate the potential cooperation, strengthen economic organization's internal management, the best use of resources to develop cooperative economic organizations of farmers, improve the degree of organization of farmers, to develop production, to cultivate new farmers, to improve the social status of farmers, to meet the construction of a new socialist countryside.
