| Fujian province has an outward regional advantage, and is closely connected with Taiwan by the Strait. Apart from the long history and good basis, the exchange and cooperation between Fujian and Taiwan is prominent in the "five links", and this advantage is helpful in undertaking the base relocation of Taiwan agriculture, and in introducing from Taiwan agricultural new species, new technology and advanced management. In the past two years, Ministry of Agriculture has been supporting the construction of cross-strait agricultural cooperation pilot zones, and reinforcing the introduction and cooperation of the production factors such as agricultural funds, technology, improved species and equipment. The country has set up in succession Taiwan Farmers' Pioneer Park in Zhangpu County, Taiwan Fruit Sales and Distribution Center in Xiamen City, and Taiwan Seafood Distribution Center in Xiapu County. Moreover, Ministry of Agriculture added a new special program named "Cross-Straits Agricultural Cooperation Program" last year, by which 3.1 million yuan has been allocated for the first time to Fujian province, making up 62% of the country's total number in this field. Meanwhile, Fujian government issued two related regulations, namely, Development Plan of Pilot Zones for Cross-Straits (Fujian) Agricultural Cooperation, and Interim Provisions on Encouraging and Supporting the Construction of Cross-Straits (Fujian) Agricultural Cooperation Pilot Zones. Up to now,1964 Taiwan-invested agricultural projects has been approved in Fujian province, attracting various contracts of 2.488 billion US dollars altogether, among which 1.435 billion dollars are actually in place, ranking No.1 in mainland China.Farmers are the main force in building modern agriculture, the direct participants in and the main beneficiaries from the new rural construction; therefore, without improving the farmers' technological and cultural quality, without more new farmers to meet the need of modern agricultural construction, agricultural modernization will be a dream. Currently the human resource in rural Fujian is far from competence. If this situation is not changed rapidly, it will greatly hinder the development and application of agricultural technology, further affect agricultural economy growth, and finally restrict the sustainable development of agricultural economy.Nowadays the influence of the international financial crisis is still deepening. To meet the challenge and win the initiative, knowledge, technology and talents must be taken into full consideration.Based on this, this thesis firstly discusses the need to promote rural human resource development to help modernize agriculture. Taking the situation in Fujian province as an empirical analysis, through personal investigation, the writer raises the main achievements, discusses the existing problems, and reveals the elements hindering the development of Fujian rural human resources from such aspects as system, funds and human resource itself. By referring to the experiences in other provinces, combining with the factual situation in Fujian province, the writer finally suggests governments of all levels to recognize the importance of talented people resource as the most important resource, to break through conventional approaches in training a team of large-scale, well-structured and well-qualified rural talented people, so as to lay a better foundation for developing modern agriculture and constructing socialist new countryside. |
