As a form of industrial organization, the development of industrial clusters brings huge vitality for regional economy. In reality, however, many industrial clusters grow weakly or even be in the situation of recession due to the inability to adapt to the changes of external environment quickly. Therefore, how to avoid industrial clusters into a recession and ensure its positive evolution direction, has become a very important topic.Industrial clusters are scanned as a complex adaptive system in this paper. From the perspective of self-organization theory:Firstly, the self-organizing features and self-organization mechanism of the evolution of industrial clusters are discussed. From a micro-level,the competition and cooperation co-evolution processes of industrial clusters are quantitatively analyzed by establishing models.Secondly, from concepts of cluster entropy and cluster evolution rate, self-organizing evolution stages are defined. From the perspective of self-organization theory, evolution stages of industrial clusters are analyzed qualitatively and quantatively. And three possible evolution results of industrial clusters are given.Again,by analyzing the content and means of industrial clusters upgrading, this paper argues that the intrinsic mechanism and power of industrial clusters upgrading are to establish and improve the cluster innovation networks, cultivate the cluster brand and expand the cluster openness. The cluster innovation networks model is established based on cluster structure ,then the effect of these three factors to industrial clusters upgrading is analyzed. In the end of this paper, the self-organizing evolutionary mechanism, the evolutionary processes and the innovation networks of Silicon Valley High-Tech Industrial Clusters are analyzed by collecting data. Thus, from empirical aspect, whole theoretical analysises are supported. Finally, this paper can supply a theoretic gist for the development of industrial clusters.
