A Study On The Partition And Planning Of Mining Economic Region

"National Plan of the Mineral Resource (2008-2015)" which the Chinese government has announced pointed out: The regions which have abundant mineral resources, with a good prospect of development and utilization are key exploration region. These regions focus on planning and comprehensive arrangement for mineral resources exploration mining activities, guide and support to gather all kinds of factors of production, accelerate the construction of infrastructural facilities, meet the necessary land requirements of mineral resources exploration, promote the exploration and fully equipment to the mineral deposits of large or medium scale, accomplish an orderly exploration and development, scale mining, and intensive used to form a stable supply of mineral resources and innovative resource development mode of critical areas.The division of mining economic region in this paper, mainly base on the classification of 17 important mineralization regions in the survey for the land and resources, combined with the key exploration regions mentioned in "National Plan of the Mineral Resource (2008-2015)", mainly based the objective conditions of mineral resources. The paper recommends the classification of mining economic region. According to types of mineral resources and development of economic utilization, the mining economic regions are divided into: energy mining economic region, precious metal mining economic region, nonferrous metal mining economic region, ferrous metal mining economic region, nonmetallic mining economic region, and comprehensive mining economic region. According to the development level, the mining proportion of the economy and other factors, the mining economic regions are divided into: mature, developing, latent.This article defines the concept of mining economic region, described the attributes and functions of the mining economic region. This paper introduces the theories about the construction of mining economic region, including: Location theory, comparative advantage theory, system theory, theory of sustainable development, industrial cluster theory, economies of scale theory, and points out the important direction in the construction of the mining economic region. The construction of mining economic region provide efficient methodology to solve the contradiction of mining economy,including the low utilization of mineral resources, irrational regional mining distribution and so on, effectively increase the mineral supply, make the mining economy enter the positive development.This This article takes Chifeng energy, precious metal and nonferrous metal mining economic region in Da Hinggan Ling mineralization belt as an example, introduce the geography mining overview and economic and social development situation of Chifeng district, systematically analyzes the status of geological work on a regional basis and mineral resources exploration, the exploitation prospects of mineral resources which have been identified and main problems in mining development, define to the key, encourage, ban and limit areas of the mineral exploitation of Chifeng district, announce the overall planning layout of the key, encourage, ban and limit areas of the mineral exploitation. Finally, it provides the countermeasure and suggestion of Chifeng energy, precious metal and nonferrous metal mining economic region.
