For enhancing the competitiveness of Liaoning, co-operation between ports is very necessary. However, Liaoning ports have little co-operation, the competition will help improve the efficiency of the port, but the disorderly competition will undermine external competitiveness of the port as a whole, especially the blind expansion of the port to the scale of competition maybe make berthes in idle or waste social resources. Then, less ports profitable. In Liaoning, there are four coastal ports in the port group, Dalian and Yingkou Port are two major ports. It is very important for building Dalian international shipping center that two ports co-operate actively.In this context, the paper analyses how to construction Dalian and Yingkou combination port. First, the analysis of the portfolio about combination port model, select the appropriate model of Dalian port and Yingkou port. Secondly,by analyzing the two-port's economic hinterland and the economic situation and the development of the port status, compare the status of the two ports; Thirdly, the paper uses game theory to analyze the construction about combined ports which combined ports model is better; Then combined with game theory analyze the composition of the two port, they should adopt a cooperative strategy; Finally, improve Hotelling model to use to analyze the combination of pricing strategies in combination ports.
