A Study Of SMEs Policy Supporting System Based On Corporate Lifecycle

Small-Medium Enterprises (SMEs) have taken up the half of China's National Economy, and they have been playing an important role in accelerating the economy, promoting the technology innovation, driving the social employment and coordinating the development of the region economy. But by reason of the weakness of capital, technology and scale, SMEs have been confronted with a lot of difficulties during their development. It has been the agreed account of the government and the academy that we must enhance our support on SMEs. The global financial crisis in 2008 has made a bad impact on SMEs in our country, and therefore, it has been a hotspot that the government's policy supports on SMEs on which the government and the academy have been focusing.The article takes the "Supply-Demand Equilibrium" of policy supporting on SMEs as the basic guiding ideology, analyses and compares the actual demand of SMEs with the policy supplying of the government. On the actual policy demand of SMEs, the article divides the life-cycle of SMEs into six periods based on the theory of Corporate Lifecycle, including conceiving stage, surviving stage, quick development stage, mature stage, decay period and transmuting period. By analyzing the characteristics of each period in detail, we study the actual policy demand of SMEs. On the policy supplying by government, we study with the laws and regulations, the administration system and the actual policy system, and analyze the policy supporting system on SMEs in our country and its actual status of policy supplying for SMEs. On the basis of the imbalance between supply and demand, the article discusses the problems in the policy supporting system of SMEs in our country deeply, learns the experience of the advanced countries and puts forward some effect advice on perfecting the policy supporting system of SMEs and optimizing the government's support policy.
