Compared to a huge population, the scarcity of land is a basic characteristic of China, and the complexity and diversity of topography add to the difficulty of our land use, making the land resources available quite limited. In the context of a rapid population growth and high speed of urbanization, the human-land contradiction of our country is aggravated. To advocate more scientific and rational use of limited land resources and achieve the sustainable use of land, our government has made the national policy to make intensive use of every inch of land. For this purpose, Ministry of Land and Resources ask each city to carry out the evaluation of land intensive utility and improve the current land intensive use situation.Evaluation of land intensive utility of development districts is an important way to achieve land intensive use. Since its start in 2007, Ministry of Land and Resources gradually extended this work throughout the country. Ministry of Land and Resources promulgated "Regulation of development districts' land intensive utility evaluation" as the technical specification for the evaluation of land intensive utility of development districts nationwide, and it has gained good effect in application, but there are still some deficiencies in certain important part and respect. Based on the experience of the land intensive utility evaluation for development districts in the past two years, this paper made a comprehensive summary and review on the "Regulation of development districts' land intensive utility evaluation" and problems encountered in practice, and focused on the innovative research of the key techniques in the development districts'land intensive utility evaluation to contribute for further improvement in the land intensive utility evaluation of development districts.Through a review of domestic and international theory and research on land intensive use, a systematic summarization is shaped upon the connotation, significance and theory and methods about the evaluation of land intensive use. Based on it, the paper discusses the key techniques in development districts' land intensive utility evaluation, and validates the opinion above using typical data from Zhejiang Province's development districts. The key techniques includes the division of evaluation unit and survey unit, the production specifications and processes of working maps, the choice of indicators and the techniques of status values investigation and index standardization. The division of evaluation unit and survey unit is the properly division of evaluation object and unit to ensure consistency of evaluation and accuracy of evaluation data, avoid duplication of evaluation; working maps is the first step of development districts'land intensive utility evaluation, an important foundation of land-use data collection and database building, and directly related to the accuracy of evaluation data and applicability of evaluation results; the choice of indicators and the techniques of status values investigation is directly related to the reflection of land use status and the accuracy of indicator data; index standardization is directly related to the measured relationship between status indicator value and land use intensity.The potential contribution of the article is:1) have a comprehensive analysis and discussion of the key techniques of evaluation of development districts'land intensive use and introduce the division of survey unit, production of working maps and status values investigation methods that isn't mentioned in current regulation and compare different methods of index standardization and propose the method of making comprehensive use of various index standardization skills through empirical study; 2) propose that the sponsor of development districts'intensive land utility evaluation should be the State Department or the people government of provinces, autonomous regions and municipalities, enforce by non-self-evaluation, and unify index weights and ideal values national or regional.The possible drawback is that although the skills of determining ideal values and index weights are collected and the policy advice to unify the index weights and ideal value nationwide or in regional area is given, the paper still lacks an empirical analysis and comparison of estimating index weights and ideal values, which needs further improvement.
