However, the rising appearance of China'blind"zone fever"brings regional social and economic development, while some environmental problems such as the waste of land resources, low efficiency of land using and environmental pollution. This may cause community's strong concern home and abroad. Whether the land of development zone can achieve high efficient, intensive use or not is related to sustainable development of China's social, economic and environmental issues, so as to healthy development of land use zones and development zones .Intensive use of land is a necessary requirement for building a conservation-oriented society and achieving social sustainable development.This paper puts the high-tech Development Zone of Luoyang as a researching example, using the methods of inductive reasoning, field surveys, expert advice, quantitative evaluation and qualitative evaluation of the combination and multi-factor comprehensive evaluation to study the basic content of the land intensive home and abroad Using a comprehensive study of evaluation theory; analysis of intensive land use zone factors, discussed the evaluation of data intensive use zone survey methods, a new development zone evaluation index system of intensive land use; In addition, the paper also use multi-factor comprehensive evaluation to evaluate the empirical degree and potentiality of intensive land use areas and put forward classification of industrial land in intensive use by industry evaluation.
