With the development of modernization, our society is walking into the "Risk Society". The double duty in the transformation period is confronted with controlling risks and developing economy. There are more and more social risks in the transformation period, the land-expropriated risk is one of the social risks. In recent years, a great deal of collective land was expropriated for the non-agriculture construction and large number of farmers lost their land in the suburbs in the process of urbanization. Our society entered a period of land transition, and the relations of urban-rural are experiencing a great change, and the land-expropriated farmers become a new social group. The issue of the land-expropriated farmers is an inevitable phenomenon of the process of the urbanization. The land-expropriated farmers have made tremendous contributions to the urbanization, but because of the unreasonable factors and the shortage of governmental responsibility, the land-expropriated farmers have faced high risks. It can also cause some social risks, such as social polarization and group conflict.The article is from the theoretical risky society perspective on the individual and social risks of landless peasants and to seek the institutional and inform institutional reasons and to defuse the risk of lost ground to provide policy recommendations from the land acquisition level, the government level and the landless peasant level.There are six parts in this thesis. The first section includes the origin, the significance of the study, the research methods and the framework for research note. It also includes the review. The second section is the theory and the related concept of the definitions. The third section introduces the individual risks and the social risks of the landless peasants. The forth section analyzes the factors of landless risks. The fifth section is the risk management and the risk resolve. Three point proposals are advised to resolve the risk of landless from the land acquisition level, the government level and the landless peasant level. The sixth section is the conclusion and discussion.
