Annual performance management work of Basic units should be regulated. It could help improving the Incentive and Restrictive Mechanism, and also positively mobilize the enthusiasm, initiative and creativity of grassroots workers. According to the particular case of Langfang Power Supply Company, the paper firstly analyzes the current situation of Performance Management and its potential problem; Furthermore, It redesigns performance appraisal system of basic repair unit with KPI and performance management 360 degree method of combining theory. Finally, in order to achieve the perfect combination of performance management system and management concept, the paper exploits a performance appraisal management system, which is applicable for Basic units. The running results of this system show that: As the practical issue in performance evaluation of basic employees has been solved thoroughly, the satisfaction and self-management of staff were improved. It could take the maximum to avoid the mistakes and being manipulated, thus lead to a better guarantee to the quality of work and safe production.
