Since the reform and opening up, China has undergone enormous economic and social change and has made achievements which attracted worldwide attention. There are two reasons for such a big success, the one is system reform and the other is the liberation of factors of production. With the continuous deepening of the power system, China’s power companies were gradually shift to market-based model from the traditional vertical integration model, and human resource elements played an important role in this process. However, currently the human resource management of the power industry still needs to be improved. Performance appraisal is the crucial link of human resource management, and its problems are also very prominent.Taking A power supply company as an example, this paper aims to establish a comprehensive performance appraisal system by studying domestic and foreign relevant literature data, theoretical performance appraisal system, the status of performance appraisal of the power industry and A power supply company. The performance appraisal methods of departments and grassroots service teams are different. For the departments, this paper put forward WIS performance appraisal model which including WP, IP and SP. And for the grassroots service teams, mainly took KPI under the guidance of MBO. The running results of this system showed that:on the one hand, the level of performance appraisal was improved and positively mobilized the enthusiasm of the workers; on the other A power supply company had achieved the benefits both on economic and social.This performance appraisal system is fit for most of power supply companies, and it also provides the general design philosophy for them to refer to.
